Լաչինի միջանցքի անվտանգության համար պատասխանատուները պետք է ձեռնարկեն անհրաժեշտ քայլերը՝ տեղաշարժը հրատապ կարգով վերականգնելու և հումանիտար իրավիճակի վատթարացումը կանխելու համար։ Այս մասին ասել է Եվրոպայի խորհրդի Մարդու իրավունքների հանձնակատար Դունյա Միյատովիչը՝ նշելով, որ ուշադիր հետևում է Լեռնային Ղարաբաղի շուրջ ստեղծված իրավիճակին դեկտեմբերի 12-ին Լաչինի միջանցքով անցնող  ճանապարհի արգելափակումից ի վեր։

«Ես անհանգստացած եմ, որ մարդկանց տեղաշարժի երկարատև խափանումը, ինչի պատճառով որոշ մարդիկ չեն կարողանում հասնել իրենց տներ, ինչպես նաև հիմնական ապրանքների և ծառայությունների, ներառյալ սննդի մատակարարումների և շտապ բժշկական օգնության հասանելիության խափանումը սպառնում են Լեռնային Ղարաբաղի բնակչության կողմից մարդու իրավունքների իրացմանը»,-ասել է Դունյա Միյատովիչը:

Նա կոչ է արել անհապաղ քայլեր ձեռնարկել ճանապարհով տեղաշարժը վերականգնելու համար։

«Միջանցքի հասարակական կարգի և անվտանգության ապահովման համար պատասխանատու անձինք պետք է ձեռնարկեն բոլոր անհրաժեշտ քայլերը՝ այդ ճանապարհի երկայնքով տեղաշարժը հրատապ կարգով վերականգնելու և հումանիտար իրավիճակի վատթարացումը կանխելու համար։ Ընդ որում, բոլոր համապատասխան շահագրգիռ կողմերը պետք է խուսափեն լարվածության աճից», - ասել է ԵԽ Մարդու իրավունքների հանձնակատարը։

«Ներկա իրավիճակը ևս մեկ անգամ ցույց է տալիս մարդասիրական օգնության և մարդու իրավունքների միջազգային առաքելությունների ազատ և անխոչընդոտ հասանելիության ապահովման կարևորությունը բոլոր տարածքներ և բոլոր ժողովուրդներին, այդ թվում՝ Լեռնային Ղարաբաղում բնակվողներին: Ինչպես ես նշել եմ իմ 2021 թվականի հուշագրում, համապատասխան իշխանությունները պետք է մշակեն մուտքի արդյունավետ և ճկուն եղանակներ, որոնք հնարավորություն կտան բոլոր համապատասխան դերակատարներին, ներառյալ իմ գրասենյակին, առաջնահերթության կարգով հասնել նրանց, ովքեր ունեն մարդասիրական օգնության և մարդու իրավունքների պաշտպանության կարիք», - նշված է հայտարարությունում:

Դունյա Միյատովիչը հավելել է, որ որպես մարդու իրավունքների հանձնակատար՝ կշարունակի ուշադիր հետևել Լեռնային Ղարաբաղում մարդու իրավունքների հետ կապված իրավիճակին։

«Ես պատրաստ եմ ներգրավվել բոլոր համապատասխան զրուցակիցների հետ՝ աջակցելու առկա մարտահրավերների հաղթահարմանը», - եզրափակել է ԵԽ մարդու իրավունքների հանձնակատարը։
