Ալիեւի կողմից վերահսկվող լրատվամիջոցներն հայտարարել են «ազգային պայքարի նոր փուլ», որն ուղղակիորեն ենթադրում է նկրտումներ Հայաստանի ողջ տարածքի նկատմամբ։ Հրապարակված հոդվածն ուղեկցվում է համապատասխան քարտեզով եւ ընդհանուր առմամբ հոդվածն ու քարտեզն ակնհայտորեն որոշակի հոգեբանական ազդեցություն թողնելու նպատակ ունեն։ Այս մասին հայտնում է News.am-ը։

Այսպիսով, Ադրբեջանի իշխանությունների խոսափողը՝ haqqin.az-ը, հայեցակարգային հոդված է հրապարակել «Ազգային պայքարի նոր փուլ. Արեւմտյան Ադրբեջան» վերնագրով։

Հոդվածի հեղինակը գրում է․ «Այս փուլն ավելի դժվար է, քան Ղարաբաղի համար պատերազմը։ Այն իրականացնելու համար անհրաժեշտ է համապատասխանեցնել բազմաթիվ գործիքների եւ մի շարք հանգամանքների օգտագործումը, որոնք կարող են ձեւավորել այս կամ այն ​​«նախշը»:

Դրանք պետք է կանխագուշակել, ինչը միջազգային գործընթացների կանխատեսման եւ կառավարման ավելի բարդ մակարդակ է, քան նույնիսկ ադրբեջանական կորցրած հողերը վերադարձնելու գործողության նախօրեին էր։ Ղարաբաղի դեպքում Բաքուն հեշտությամբ լուծեց խնդիրը։ Այժմ խոսքը խաղի հաջորդ մակարդակի մասին է՝ երկարաժամկետ քաղաքական քայլերի, սոցիալ-տնտեսական միջոցների եւ առաջիկա 2020-ականների համար ռազմական պատրաստության սկզբունքների համադրության։

Ահա թե ինչ պետք է անել առաջին հերթին․

Լրատվամիջոցներում ստեղծել փաստարկված տեղեկատվական բազա եւ առաջատար միջազգային հարթակներում լայնորեն լուսաբանել Ադրբեջանի դիրքորոշումը: Սա ներառում է նաեւ տեղեկատվական  աշխատանք արտասահմանյան առաջատար հասարակական-քաղաքական եւ գիտական ​​կենտրոնների հետ։ Ադրբեջանի դիրքորոշումն ու փաստարկները պետք է ծանրակշիռ, հասկանալի եւ հասանելի լինեն տարբեր լեզուներով։ Ըստ էության, ղարաբաղյան հակամարտության իրավիճակում այդպես էլ արվել է. այժմ միայն անհրաժեշտ է հաշվի առնել նախորդ տարիներին թույլ տված սխալներն ու բացթողումները։

Ստեղծել պարբերաբար անցկացվող միջազգային համաժողով, որը նվիրված կլինի ադրբեջանցիներին հայրենի հողեր վերադարձնելու խնդրին։ Պաշտոնական կազմակերպչական հարթակ կարող է լինել Արեւմտյան Ադրբեջանի հիմնախնդիրներին նվիրված միջազգային համաժողովը, որի գաղափարը հնչեցրել է Իլհամ Ալիեւը։ Դրա ընթացքում կարող է մշակվել Ադրբեջանի պահանջների միջազգային իրավական ձեւը՝ կապված նրա կողմից ներկայիս Հայաստանի տարածքներում տնտեսական եւ սոցիալական իրավունքների իրացման հետ։

Մշակել Զանգեզուրի միջանցքի տարածաշրջանում Ադրբեջանի սոցիալ-տնտեսական փոխգործակցության հայեցակարգ՝ ծրագրի բոլոր շահագրգիռ կողմերի հետ: Դա կարելի է անել Կովկասում կայունության եւ զարգացման ապահովման հարթակի շրջանակներում, որն առաջարկվել է 2020 թվականի աշնանը ռազմական գործողությունների ավարտից անմիջապես հետո։ Վերադարձված տարածքների վերականգնման տեմպերն ու ծավալը էական դեր կունենան այս գործընթացում։

Արեւելյան Զանգեզուրի տնտեսական շրջանի եւ Նախիջեւանի ինքնավարության կողմից ուժեղացնել Հայաստանի սահմանների մոտ ռազմական պատրաստությունը»։

Ինչ վերաբերում է «ուժային փաստարկին», հոդվածի հեղինակը կարծում է. «Պարտադիր չէ, որ իրավիճակը Ադրբեջանին կստիպի ռազմական ուժ կիրառել Մոսկվայի եռակողմ  համաձայնագրի իրականացման համար, սակայն պետք է պատրաստ լինել եւ դիտարկել նման հնարավորությունը, այդ թվում՝ որպես փաստարկ բանակցություններում։

Հակառակ կողմը պետք է հասկանա, որ ռազմական սցենարը Բաքվի գործողությունների միանգամայն իրական հեռանկարն է՝ իր ազգային շահերն իրականացելու համար։ Իհարկե, Ադրբեջանը միջազգային սուր արձագանքի պատճառով սահմանափակ է Հայաստանի տարածքում ռազմական ուժի կիրառման հարցում։

Մյուս կողմից, ուկրաինական պատերազմի ֆոնին սահմանափակ տարածքային միջանցքով զինված ուժեր մտցնելու գործողությունը բավարար հիմք չի լինի Բաքվի վրա ծայրահեղ ​​ճնշում գործադրելու համար։ Միեւնույն ժամանակ, պետք է անկեղծորեն ասել. Ադրբեջանը կկարողանա դիմակայել մի շարք տնտեսական պատժամիջոցների՝ հաշվի առնելով, որ Բաքվի առեւտրատնտեսական հարաբերությունների ճնշող մեծամասնությունը ձեւավորվում է Անկարա-Մոսկվա-Պարսից ծոցի երկրներ-ԱՊՀ շրջանակում։ Պետք է հաշվի առնել նաեւ, որ Եվրոպան բոլոովին միատարր չէ։ Դժվար թե Ադրբեջանի դեմ Ֆրանսիայի հնարավոր տնտեսական պատժամիջոցներին աջակցի Իտալիան, որը կախված է ադրբեջանական եւ ղազախական նավթի մատակարարումներից։ Նաեւ պետք չէ ակնկալել, որ արեւմտյան ընկերությունները կհեռանան Կասպից ծովի հանքավայրերից»։

«Բայց համաձայնագրի կատարումը չպետք է հասնի ռազմական հարկադրանքի, եթե Երեւանը համաձայնի անցնել Զանգեզուրի միջանցքի նախագծի գործնական իրականացմանը եւ Ադրբեջանի հետ ընդհանուր սահմանների վերաբերյալ այլ քաղաքական համաձայնագրերին։ Այս դեպքում հնարավոր կլինի օրինական ճանապարհով լուծել վերաբնակիչների ու ադրբեջանցի փախստականների հետ կապված խնդիրները։ Պարզապես պետք է շարժվել այս ուղղությամբ»,- գրում է հեղինակը՝ եւս մի քանի պարբերություն նվիրելով Հայաստանի դեմ ուղղված սպառնալիքներին։

Այսպիսով, միանգամայն ակնհայտ է դառնում, որ Բաքուն ոչ միայն շտապում է իր համար նպաստավոր պահից առավելագույնը խլել, այլեւ դրսեւորում է նյարդայնության ծայրահեղ աստիճան։ Ամենայն հավանականությամբ, Բաքվում հասկանում են, որ քամին փոխում է ուղղությունը։
