Կառավարությունն իր այսօրվա՝ հունվարի 5-ի նիստում որոշեց գնման պայմանագրում փոփոխություն կատարելու թույլտվություն տալ:

Այս նախագծի ընդունումը պայմանավորված է 44-օրյա պատերազմից հետո մարտական գործողությունների և սույն թվականի սեպտեմբերի 13-ի պատերազմական գործողությունների արդյունքում զոհված (մահացած) և «Եռաբլուր» զինվորական պանթեոնում հուղարկավորված զինծառայողների գերեզմանների բարեկարգմամբ (շիրմաքարերի տեղադրմամբ):

Սույն նախագծի ընդունման նպատակն է ավարտին հասցնել «Եռաբլուր» զինվորական պանթեոնում հուղարկավորված զինծառայողների շիրմաքարերի տեղադրման գործընթացը:

Որոշման հիմնավորման մեջ ասվում է, որ ՊՆ-ի և «ԼԻԲՐԱ-Ս» ՍՊԸ-ի միջև 2021 թվականի նոյեմբերի 18-ին կնքված պայմանագրով նախատեսվել էր ձեռք բերել թվով 950 շիրմաքարեր: Մի շարք հարազատներ (այս պահի դրությամբ` 38 հոգի) իրենք են իրենց նախընտրած ձևով կառուցել և տեղադրել շիրմաքարերը` դրանց դիմաց խնդրելով փոխհատուցում:

Արդյունքում պայմանագրով նախատեսված շիրմաքարերի որոշ խմբաքանակ ենթակա կլիներ պահեստավորման, եթե «Եռաբլուր» զինվորական պանթեոնում չիրականացվեին սեպտեմբերի 13-ի պատերազմական գործողությունների հետեւանքով զոհված զինծառայողների հուղարկավորություններ:

Առկա խնդիրների լուծման` մասնավորապես իրենց միջոցներով շիրմաքարեր տեղադրած հարազատների փոխհատուցման նպատակով զուգահեռ նախապատրաստվել և ՀՀ կառավարության քննարկմանը ներկայացվելու փուլում է համապատասխան որոշման նախագիծ, որով նախատեսվում է բացառություն կատարել զոհված զինծառայողների տապանաքարերի պատրաստման և տեղադրման հետ կապված ծախսերի հատուցման վերաբերյալ ՀՀ կառավարության որոշման մեջ և «Եռաբլուր» պանթեոնում հուղարկավորված թվով 38 անձանց հարազատներին տրամադրել հատուցում հիշյալ պայմանագրով տվյալ տեսակի շիրմաքարերի համար նախատեսված գումարի չափով:

Սեպտեմբերի 13-ի պատերազմական գործողությունների արդյունքում զոհված զինծառայողների գերեզմանների բարեկարգման նպատակով նոր շիրմաքարերի (շուրջ 44 լրակազմ) ձեռքբերման համար մրցույթի հայտարարման փոխարեն առաջարկվում է երկարաձգել արդեն իսկ կնքված վերոնշյալ Պայմանագրի ժամկետը` օգտագործելով այն շիրմաքարերի խմբաքանակը, որոնք հարազատների միջոցներով շիրմաքարերի տեղադրման արդյունքում ենթակա են պահեստավորման:
