Կառավարության այսօրվա որոշմամբ՝ Մուշեղ Մուրադյանը նշանակվել է Շիրակի մարզպետ։ Նշենք, որ նախօրեին Նազելի Բաղդասարյանն ազատման դիմում էր ներկայացրել Շիրակի մարզպետի պաշտոնից։

Մուշեղ Մուրադյանը մինչ այս բարձր պաշտոնին անցնելը զբաղեցրել է Արփի լիճ ազգային պարկի տնօրենի պաշտոնը: Ի դեպ, վերջինիս կողմից այս պաշտոնը ստանձնելու պատմությունը բավական ուշագրավ է: Շրջանառվող լուրերի համաձայն՝ «Արփի լիճ» ազգային պարկի տնօրենի իրական թեկնածուն հենց նա էր, չնայած այն հանգամանքին, որ մրցույթ էր հայտարարվել: Մուրադյանը վայելում էր Շիրակի նախկին մարզպետ Կարեն Սարուխանյանի հովանավորությունը: Ըստ մամուլի տեղեկությունների՝ նա էր բարեխոսել թեկնածուի օգտին, եւ  Շրջակա միջավայրի այն ժամանակվա նախարար Էրիկ Գրիգորյանը հենց նրան էր նշանակել «Արփի լիճ» ազգային պարկի տնօրեն: Կանոնադրության համաձայն անցողիկ շեմը հաղթահարած թեկնածուներից մեկին, ըստ նպատակահարմարության, նախարարը տնօրեն է նշանակում: Բարձրացված հարցը պայմանավորված է նրանով, որ նախարար Էրիկ Գրիգորյանը նպատակահարմար էր գտել 5-րդ հորիզոնականն զբաղեցրած թեկնածուին, ինչը հարցեր է առաջացնում:

Ներքին աուդիտի բաժինը, որը մինչ այդ ղեկավարում էր Մուրադյանը, ինչպես գիտենք, շատ հեռու է սարերում, Ազգային պարկի տարածքում վերահսկողություն իրականացնելու և մեծ անձնակազմ ղեկավարելու ունակությունից: Ովքեր ծանոթ են տեղանքին, կհասկանան, որ այստեղ կան բազմաթիվ խնդիրներ որսագողության, պետական սահմաններին մոտ գտնվելու և դրանով պայմանավորված՝ բազմաթիվ վտանգների հետ: Ուստի, ենթադրվում է, նպատակահարմար պետք է լիներ մաքուր անցյալ ունեցող ու անընդմեջ արդյունքներ գրանցած թեկնածուի ընտրությունը:

Կարեն Սարուխանյանը, ում անվան հետ կապվում է Մուրադյանի նշանակումը, նշել էր, որ Մուշեղ Մուրադյանը, ղեկավարելով մարզպետարանի ներքին աուդիտի բաժինը, Սարուխանյանի՝ մարզպետ լինելու ընթացքում մեծ արդյունավետությամբ է աշխատել՝ բացահայտելով բազմաթիվ չարաշահումներ ու գողացված գումարը պետական բյուջե վերադարձնելով։ Ավելի վաղ տեղեկություն էր տարածվել, որ Մուրադյանի հայրը «Արփի լիճ» ազգային պարկի տարածքում գտնվող Զորակերտ գյուղում ֆերմերային մեծ տնտեսություն ունի, իսկ Ղազանչի գյուղի մոտ 200-300 հեկտար վարձակալությամբ տրված տարածք:

Սվելին՝  ըստ տարածվող տեղեկությունների՝ Մուրադյանին «Արփի լիճ» ազգային պարկի տնօրեն նշանակելու հարցում կառավարությունից միջնորդել է վարչապետի աշխատակազմի ղեկավար Էդուարդ Աղաջանյանը: Ի դեպ, այն, որ Էդուարդ Աղաջանյան-Կարեն Սարուխանյան տանդեմը բավականին ակտիվ միջամտում է Շիրակի մարզում իրականացվող կադրային քաղաքականությանը, միայն այս օրինակը չի փաստում: ԶԼՄ-ի տեղեկություններով՝ հենց այս զույգն է փորձում ըմբշամարտի աշխարհի, Եվրոպայի և օլիմպիական չեմպիոն գյումրեցի Արթուր Ալեքսանյանին դարձնել Գյումրիի քաղաքապետի՝ իշխանությունների թեկնածուն: Մեծ հաշվով, երևի թե, սա օրինաչափ է, որովհետև ներիշխանական կուլիսներում խոսում են, որ Գյումրիի պատասխանատուն կառավարությունում հենց Էդուարդ Աղաջանյանն է:

Ինչի մասին է վկայում Մուրադյանի մարզպետի պաշտոնին նշանակելը: Նախ և առաջ սա նշանակում է, որ որոշակի առումով ռեաբիլիտացվում է Կարեն Սարուխանյանը, ում, կարծես թե, չէին ներում Ամասիայում ՔՊ կրած խայտառակ պարտությունից հետո: Մյուս կողմից պետք է փաստենք, որ բարձր պաշտոնի է նշանակվում ոչ թե այսպես ասած՝ գաղափարական և քայլած ՔՊ-ականը, այլ մարդ, ով հեղափոխության ակունքներում կանգնած չէր և ՔՊ-ական երբեք չի եղել: Սա բավական լուրջ մեսիջ է ՔՊ-ականներին առ այն, որ Փաշինյանը կադրային քաղաքականության մեջ շարունակում է նախապատվությունը շնորհել ոչ թե իր թիմակիցներին, այլ նախկիններին...
