ԱՄՆ կոնգրեսական Ֆրենկ Փալոնը, հայկական հարցերով հանձնախմբի անդամներ Դեյվիդ Վալադաոն, Գաս Բիլիրակիսը, Ադամ Շիֆը և Բրեդ Շերմանը շրջանառության մեջ են դրել Ադրբեջանի կողմից Լեռնային Ղարաբաղի հայերի շրջափակումը և մարդու իրավունքների շարունակական խախտումները դատապարտող բանաձև՝ կոչ անելով ԱՄՆ նախագահ Ջո Բայդենին անհապաղ դադարեցնել ԱՄՆ ռազմական և անվտանգային աջակցությունն Ադրբեջանին և ամբողջությամբ կիրառել Ազատության աջակցության ակտի 907-րդ բաժինն ու ԱՄՆ մարդասիրական աջակցություն տրամադրել  Լեռնային Ղարաբաղում հայ տուժածներին:

Երկկուսակցական բանաձևում նշվում է, որ ադրբեջանական ուժերը խախտում են Հայաստանի և Արցախի հետ վեճերը խաղաղ ճանապարհով լուծելու միջազգային պարտավորությունները՝ 2020 թվականի իրենց սանձազերծած պատերազմից հետո։ Բանաձևում ասվում է, որ Ադրբեջանի նախագահ Ալիևը հռետորաբանություն է օգտագործել՝ կոչ անելով Լեռնային Ղարաբաղում էթնիկ զտումներ իրականացնել բնիկ հայերի նկատմամբ, և նրա վարչակարգը հետևողականորեն խախտել է կարևոր միջազգային մարդասիրական իրավական համաձայնագրերը 2020 թվականի պատերազմի ընթացքում և մինչ օրս։
