ՀՀ ԱԺ նախագահի տեղակալ, ՀԱՊԿ ԽՎ քաղաքական հարցերով և միջազգային համագործակցության հանձնաժողովի նախագահ, հայկական պատվիրակության ղեկավար Հակոբ Արշակյանը, ՀՀ ԱԺ պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովի նախագահ Անդրանիկ Քոչարյանը և արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Էդուարդ Աղաջանյանը Մոսկվայում` Ռուսաստանի Դաշնության Դաշնային ժողովի Պետական դումայում, մասնակցել են ՀԱՊԿ անդամ պետությունների խորհրդարանների կոմիտեների (հանձնաժողովների) նախագահների երկրորդ խորհրդակցությանը:

Հակոբ Արշակյանն իր նկատառումներն է ներկայացրել Իսլամական համագործակցության կազմակերպության, Թյուրքական պետությունների ԽՎ-ի հետ ՀԱՊԿ ԽՎ-ի հարաբերությունների պաշտոնական ձևակերպման վերաբերյալ:

«Այդ ձևակերպումն ընթացիկ փուլում հայկական կողմի համար ընդունելի չէ, քանի որ այդ կառույցների աշխատանքային մարմինների կողմից իրագործվում են հայատյաց քայլեր, հստակ գնահատականներ են հնչեցվում հօգուտ Ադերբեջանի, այդ թվում՝ Հայաստանի դեմ զինված հարձակման հարցում»,- ասել է ԱԺ փոխնախագահը:

Հակոբ Արշակյանը խորհրդակցության ընթացքում ներկայացրել է նաև իր ղեկավարած ՀԱՊԿ ԽՎ քաղաքական հարցերի և միջազգային համագործակցության մշտական հանձնաժողովի գործունեության ուղղություններն ու իրականացվող աշխատանքը:

Նշվել է, որ հանձնաժողովի գործունեության հիմնական ջանքերը կենտրոնացած են ՀԱՊԿ կանոնադրական նպատակների և խնդիրների իրագործմանն աջակցելուն, ՀԱՊԿ իրավական հիմքերի կատարելագործմանը, արտաքին քաղաքականության ոլորտում ՀԱՊԿ անդամ պետությունների ազգային օրենսդրության մերձեցմանը և ներդաշնակեցմանը, ինչպես նաև ՀԱՊԿ Հավաքական անվտանգության խորհրդի համապատասխան որոշումների կատարմանը:

«Ադրբեջանը, հղում անելով բնապահպանական կեղծ պատճառներին, փակել է Լաչինի միջանցքը, որն Արցախը Հայաստանին և արտաքին աշխարհին կապող միակ ճանապարհն է: Այս գործողությունների հետևանքով Արցախի 120 հազարանոց բնակչությունը, որից 30.000-ը երեխաներ են, հայտնվել է հումանիտար ճգնաժամի մեջ: 1100 քաղաքացի, որոնցից 270-ը անչափահաս են, արգելափակված ճանապարհի պատճառով տուն վերադառնալու հնարավորություն չունեն»,- այս մասին բարձրաձայնել է ՀԱՊԿ ԽՎ-ում ՀՀ ԱԺ պատվիրակության անդամ Անդրանիկ Քոչարյանը խորհրդակցության ժամանակ:

ԱԺ պատվիրակը մանրամասն ներկայացրել է ստեղծված հումանիտար ճգնաժամի հետևանքները ու փաստել, որ Արցախի ժողովրդի համար կյանքի անտանելի պայմաններ ստեղծելով՝ Ադրբեջանը ձգտում է ստիպել բնակիչներին լքել իրենց տներն ու հայրենի հողը:

Անդրանիկ Քոչարյանն ընդգծել է, որ ադրբեջանական իշխանությունները հերթական էթնիկ զտումն իրականացնելու մտադրություն ունեն, և Լաչինի միջանցքի շրջափակման փաստը պետք է դիտարկել այդ պետության կողմից իրականացվող լայնածավալ և համակարգված քաղաքականության մաս:

Պատգամավորն Արցախում օրեցօր սրվող հումանիտար ճգնաժամի հարցում անհրաժեշտ է համարել միջազգային հանրության անհապաղ միջամտությունը:

ՀԱՊԿ-ից Հայաստանի ակնկալիքների մասով Անդրանիկ Քոչարյանը նախևառաջ ընդգծել է Ադրբեջանի ագրեսիայի փաստին հստակ քաղաքական գնահատականի անհրաժեշտությունը:

Օրակարգային հարցերի շրջանակում են եղել միջազգային հարաբերություններին, պաշտպանությանն ու անվտանգությանը վերաբերող հարցեր:
