Արցախի Հանրապետության արտաքին գործերի նախարար Սերգեյ Ղազարյանը նամակներ է ուղարկել Հայաստանում հավատարմագրված մի շարք երկրների դեսպանների:

Արցախի ԱԳն-ից հայտնում են, որ նամակներում ներկայացվել են Ադրբեջանի կողմից Լաչինի միջանցքի փակման պատճառով Արցախում առաջացած հումանիտար խնդիրները, ինչպես նաև գազի և էլեկտրաէներգիայի մատակարարման խափանման բացասական ազդեցությունը մարդկանց առօրյա կյանքի և հանրապետության տնտեսության վրա:

Ընդգծվել է, որ շրջափակումն Ադրբեջանի՝ Արցախի հայաթափմանն ուղղված առաջին փորձը չէ, այլ ուղիղ շարունակությունն է 2020 թվականին Ադրբեջանի կողմից սանձազերծված ագրեսիայի, որի ընթացքում օկուպացվել է Արցախի տարածքի զգալի մասը, իսկ 38 000 մարդ դարձել է փախստական կամ ներքին տեղահանված:

Նշվել է, որ Ադրբեջանի հրաժարումը Կաշենի հանքավայրում անկախ միջազգային դիտարկում անցկացնելու Արցախի կառավարության առաջարկից ևս մեկ ապացույց է, որ ադրբեջանական հատուկ ծառայությունների կողմից ղեկավարվող «բողոքի ակցիան» ամբողջովին այլ նպատակ ունի. մասնավորապես, լիակատար վերահսկողության տակ վերցնել Լաչինի միջանցքը՝ ի խախտումն 2020 թ. նոյեմբերի 9-ի եռակողմ հայտարարության:

Շեշտվել է, որ Ադրբեջանի կեղծ պնդումներն առ այն, որ Լաչինի միջանցքը բաց է, հերքվում են փաստով, որ 2022 թ. դեկտեմբերի 12-ից առ այսօր Արցախի որևէ բնակչի պատկանող ավտոմեքենա այդ ճանապարհով չի անցել:  Իրականում արգելափակված ճանապարհով անցնելու թույլտվություն են ստանում միայն ԿԽՄԿ և ՌԴ խաղաղապահ զորակազմի մեքենաները: Ավելին, չկարողանալով միջազգային հանրությանը համոզել, որ «բողոքի ակցիան» իբր էկոլոգիական բնույթ է կրում՝ Ադրբեջանի իշխանությունները պնդում են, որ Լաչինի միջանցքում տեղի ունեցողն իրենց ներքին գործն է, և նրանք պարտավոր չեն այն քննարկել որևէ երկրի հետ։ Մինչդեռ ակնհայտ է, որ Ադրբեջանի վերոնշյալ բոլոր գործողությունները հետապնդում են միայն մեկ նպատակ՝ Արցախի հայաթափում։

Նամակներում նախարար Սերգեյ Ղազարյանը կոչ է արել  ՀՀ-ում հավատարմագրված դեսպաններին՝ իրենց կառավարություններին ներկայացնել զարգացումների իրական պատկերը: Նշվել է. «Հորդորում ենք  Ձեր կառավարությանը փոխանցել մեր կոչը՝  գործուն միջոցներ ձեռնարկել, այդ թվում՝ կիրառել պատժամիջոցներ կամ ազդեցության այլ գործիքակազմ՝ ուղղված Արցախի ապաշրջափակմանը և Ադրբեջանի հանցավոր նպատակների կանխմանը»:
