ՀՀ ազգային անվտանգության ծառայության Երևանի քաղաքային վարչությունում ստացված օպերատիվ տվյալների իրացման արդյունքում փաստական տվյալներ են ստացվել այն մասին, որ ՀՀ ներքին գործերի նախարարության ոստիկանության անձնագրերի և վիզաների վարչության Մարաշի անձնագրային խմբի քաղաքացիական հատուկ ծառայության առաջին կարգի մասնագետ Ա.Ս-ն և նույն խմբի ղեկավար Լ.Հ-ն, հանդիսանալով պաշտոնատար անձինք, նախնական համաձայնությամբ՝ խմբի կազմում, իրենց ծառայողական լիազորություններով պայմանավորված ազդեցությունն օգտագործելով, մի շարք անձանցից, այդ թվում՝ վերջինների կամ նրանց մատնանշած անձանց օգտին ապօրինի գործողություն կատարելու համար, նշված անձնագրային խմբի վարչական շենքում, բազմաթիվ դրվագներով պահանջել և ստացել են տարբեր չափերի կաշառք-գումարներ:

Դեպքերի կապակցությամբ ՀՀ ազգային անվտանգության ծառայության քննչական դեպարտամենտում ՀՀ քրեական օրենսգրքի համապատասխան հոդվածներով նախաձեռնվել է քրեական վարույթ, որը նախաքննություն իրականացնելու նպատակով, քննչական ենթակայությամբ ուղարկվել է ՀՀ հակակոռուպցիոն կոմիտե։

Բացի այդ, 2023 թվականի փետրվարի 6-ին ՀՀ ԱԱԾ Երևանի քաղաքային վարչությունում ՀՀ քաղաքացին առերևույթ հանցանքի մասին հաղորդմամբ հայտնել է, որ նույնականացման քարտ ստանալու նպատակով դիմել է Մարաշի անձնագրային խումբ, որտեղ նույն անձնագրային խմբի աշխատակից Ա.Ս-ն այն տրամադրելու դիմաց իրենից պահանջել է կաշառք-գումար:

2023 թվականի փետրվարի 10-ին իրականացված «Կաշառք ստանալու և տալու նմանակում» գաղտնի քննչական գործողության շրջանակներում ՀՀ հիշյալ քաղաքացին, քիմիական համապատասխան միջոցներով նախապես մշակված                 կաշառք-գումարը, անձնագրային հիշյալ խմբի վարչական շենքում անձամբ տվել է Ա.Ս-ին, որից հետո վերջինս ՀՀ ԱԱԾ աշխատակիցների կողմից ձերբակալվել է և ներկայացրել է ստացված կաշառք-գումարը։

  Դեպքի առթիվ ՀՀ ազգային անվտանգության ծառայության և ՀՀ հակակոռուպցիոն կոմիտեի աշխատակիցների կողմից իրականացված օպերատիվ-հետախուզական միջոցառումների և վարութային գործողությունների արդյունքում Ա.Ս-ն և Լ.Հ-ն բերման են ենթարկվել և ձերբակալվել։

Դատարանի որոշմամբ Լ.Հ-ի նկատմամբ որպես խափանման միջոց կիրառվել է կալանքը, իսկ Ա.Ս-ի նկատմամբ որպես այլընտրանքային խափանման միջոց՝ տնային կալանքը։

Նախաքննությունը շարունակվում է։

Ձեռնարկվում են տարաբնույթ օպերատիվ-հետախուզական միջոցառումներ և վարութային գործողություններ՝ բազմադրվագ դեպքի բոլոր հանգամանքները բացահայտելու ուղղությամբ։

Ծանուցում. Հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով՝ դատարանի՝ օրինական ուժի մեջ մտած դատավճռով:
