Գաղտնիք չէ, որ հեղափոխությունից առաջ և այնուհետև՝ ընտրությունների նախաշեմին, ՔՊ-ականները և Նիկոլ Փաշինյանը տարաբնույթ խոստումներ էին տալիս հպարտ քաղաքացիներին, այդ խոստումներից մի քանիսը հետագայում նաև տեղ գտան կուսակցության նախընտրական ծրագրում:

Սակայն, տարիներ անց նույն ՔՊ-ականներն արդեն ԱԺ-ում պատգամավորի կարգավիճակում առաջ են քաշում օրենսդրական նախաձեռնություններ, որոնք ակնհայտորեն հակասում են իրենց իսկ քաղաքական ուժի կողմից տրված խոստումներին և նախընտրական ծրագրում առկա կետերին:

Դիցուք՝ ՔՊ-ն խոստանում էր նվազեցնել հարկային բեռը, վերջ տալ ոստիկանապետությանը, սահմանափակել պաշտոնյաների իրավունքները և վերջիններիս արտոնյալ կարգավիճակին վերջ տալ:

Իսկ այժմ տեսնենք, թե ինչ նախագծեր է առաջ քաշել ԱԺ-ում պատգամավոր Արմեն Խաչատրյանը:  Քաղաքացիներին տուգանելու սուրբ գործին միացավ նաև ՃՈ-ն: Ճանապարհային ոստիկանությունը այսուհետ կիրականացնի ծածուկ ծառայություն, որը ենթադրում է գունագրաֆիկ երանգավորում չունեցող, առանց գրառումների և տարբերիչ նշանների ավտոմոբիլներով հսկողություն։ ՃՈ աշխատակիցները այդպես կհայտնաբերեն ճանապարհային երթևեկության կանոնների խախտում կատարած վարորդին, բարձրախոսով կպահանջեն կանգնեցնել տրանսպորտային միջոցը, կտուգանեն։

Բացի այդ, Ազգայինն ժողովն ընդունել է «Օպերատիվ հետախուզական գործունեության մասին» օրենքում փոփոխությունների նախագիծը։ Այս նախագծով առաջարկվում էր ոստիկանությանը ինքնուրույն գաղտնալսելու հնարավորություն տալ։ Գործող օրենքով ոստիկանությունն այդ հնարավորությունը ստանում է միայն ԱԱԾ-ին դիմելուց հետո։ Այն հեղինակել են իշխող «Իմ քայլը» խմբակցության պատգամավորներ Արմեն Խաչատրյանը և Սիփան Փաշինյանը։ 

Ազգային ժողովի «Իմ քայլը» խմբակցության պատգամավոր Արմեն Խաչատրյանը շրջանառության մեջ էր դրել նաև երկու օրենսդրական նախաձեռնություն, որոնցից առաջինով առաջարկում է քրեականացնել իշխանության ներկայացուցչի ծառայողական պարտականությունների խոչընդոտումը, իսկ երկրորդով՝ բռնության կոչերը։

Ինչպես երևում է՝ պատգամավորը ակնհայտորեն շեղվել է ՔՊ նախընտրական ծրագրից և հեղափոխության ընթացքում տարբեր հարթակներից հնչեցրած խոստումներից և այժմ հպարտ քաղաքացիներին առաջարկվում են այդ խոստումներին տրամագծորեն հակառակ լուծումներ:
