Բահրեյնում անցկացվող Միջխորհրդարանական միության 146-րդ համաժողովի շրջանակում ելույթ է ունեցել ՀՀ ԱԺ պատվիրակության անդամ Հասմիկ Հակոբյանը․

«Տիկի՛ն նախագահ,

Գործընկերնե՛ր,

Տիկնա՛յք և պարոնա՛յք,

Խաղաղ գոյակցությունը հիմնված է փոխադարձ հարգանքի, ոչ ագրեսիվ գործողությունների, հավասարության և փոխշահավետության վրա:

Այս տեսությունը դադարում է գոյություն ունենալ, երբ ուշադրությունն ուղղում ենք Լեռնային Ղարաբաղում տիրող իրավիճակին:

Հարգելի՛ գործընկերներ,

2022 թվականի դեկտեմբերի 12-ից Ադրբեջանը փակել է Լաչինի միջանցքը, որը Լեռնային Ղարաբաղը Հայաստանին կապող միակ ճանապարհն է և, հետևաբար, կյանքի միակ ճանապարհը դեպի աշխարհի մնացած երկրներ:

Այս գործողության հետևանքով Լեռնային Ղարաբաղի 120.000 հայ բնակիչ այժմ փաստացի շրջափակման մեջ է: Հազարավոր մարդկանց շրջափակումն ու մեկուսացումը ստեղծում է ծանր հումանիտար ճգնաժամ և գոյության սպառնալիք է Լեռնային Ղարաբաղի հայերի համար: Լեռնային Ղարաբաղում հումանիտար ճգնաժամն օրեցօր սրվում է: Եղանակային ծանր պայմաններում Լեռնային Ղարաբաղի ժողովուրդը զրկված է արտաքին աշխարհից եկող դեղորայքի, սննդի և վառելիքի կենսական պաշարներից:

Ադրբեջանի համար Լաչինի միջանցքի շրջափակումը բավարար չէր, ժամանակ առ ժամանակ Ադրբեջանը փակում է նաև գազատարը, հաճախակի լինում են էլեկտրաէներգիայի անջատումներ:

Այս ամենով Ադրբեջանի իշխանությունը մեկ նպատակ է հետապնդում՝ կոտրել Լեռնային Ղարաբաղի հայության՝ իրենց հայրենիքում ապրելու կամքը: Ավելին, ըստ մեր ունեցած տեղեկությունների՝ Բաքվի ծրագիրը հետևյալն է՝ Լեռնային Ղարաբաղում տնտեսական և հոգեբանական ճնշումը հասցնել որոշակի կուլմինացիոն կետի, այնուհետև մի քանի օրով բացել միջանցքը՝ ակնկալելով, որ Լեռնային Ղարաբաղի հայերը զանգվածաբար կլքեն իրենց տները, կրկին փակել միջանցքը, հետո նորից բացել մի քանի օրով և այդպես շարունակ, մինչև վերջին հայը լքի Լեռնային Ղարաբաղը: Սա, իհարկե, էթնիկ զտման բացահայտ քաղաքականություն է: Եվ պետք է արձանագրեմ, որ եթե մինչ այժմ միջազգային հանրությունը թերահավատորեն էր վերաբերվում Լեռնային Ղարաբաղի հայերին էթնիկ զտման ենթարկելու Ադրբեջանի մտադրության մասին մեր ահազանգերին, ապա այժմ մենք արդեն տեսնում ենք, որ այս ընկալումը դանդաղ, սակայն կայուն կերպով ուժեղանում է միջազգային հանրության շրջանում:

Հարգելի՛ գործընկերներ, ցանկանում եմ շնորհակալություն հայտնել նաև այն երկրներին և կազմակերպություններին, որոնք իրավիճակին արձագանքում են օբյեկտիվ և անաչառ կերպով՝ ապավինելով մարդու իրավունքների և պետությունների միջազգային պարտավորություններին:
