ՊԵԿ աշխատակիցները կորեացի փորձագետների հետ քննարկել են ՀՀ մաքսային ծառայության արդիականացման հարցեր

ՀՀ մաքսային ծառայության արդիականացմանն ուղղված ծրագրի (the BPR/ISP)   իրականացման շրջանակում Պետական եկամուտների կոմիտեում տեղի է ունեցել  հանդիպում՝ Կորեայից ՀՀ ժամանած փորձագետների, ինչպես նաև Կորեայի մաքսային ծառայության տեղեկատվական համագործակցության ոլորտը համակարգող ստորաբաժանման անձնակազմի և ՊԵԿ համապատասխան ոլորտները համակարգող ստորաբաժանումների ղեկավարների և ներկայացուցիչների մասնակցությամբ:

ՊԵԿ-ից հայտնում են, որ հանդիպմանը հյուրերը ներկայացրել են Կորեայում կիրառվող ռիսկերի կառավարման համակարգը, մաքսային հսկողության ժամանակ կիրառվող ընտրողականության համակարգի գործող ստանդարտները և դրանց մշակման չափանիշները: Անդրադարձ է կատարվել նաև բարձր ռիսկայնություն ունեցող ուղևորների նկատմամբ հսկողության նպատակով կիրառվող ընտրողականության համակարգի առանձնահատկություններին, Կորեայի մաքսային ծառայության կողմից կիրառվող UNI-PASS համակարգի նկարագրին և դրա կիրառման մոդուլներին, ինչպես նաև նշված հարթակը կիրառող երկրների ընդհանուր փորձին ու արձանագրված հաջողություններին։

Հանդիպման ընթացքում, միաժամանակ, քննարկվել է Կորեայի մաքսային ծառայության կողմից ընտրողականության համակարգի մշակման ու կիրառման գործում արհեստական բանականության ընձեռած հնարավորությունների և կիրառման ընթացքում գրանցված հաջողությունների վերաբերյալ հարցերի լայն շրջանակ։  

Կորեայից ՀՀ ժամանած փորձագետներն արդեն մի քանի շաբաթ շարունակվող այցելության ընթացքում բազմապրոֆիլ հանդիպումներ են ունեցել ՀՀ պետական եկամուտների կոմիտեի իրավասու ստորաբաժանումների, այդ թվում՝ Հետբացթողումային հսկողության, Մաքսային հսկողության, Տեղեկատվական տեխնոլոգիաների, Վարչարարության մեթոդաբանության և ընթացակարգերի, Միջազգային համագործակցության, Մաքսային վիճակագրության և եկամուտների հաշվառման վարչությունների, ինչպես նաև Արևմտյան մաքսատուն-վարչության, Հյուսիսային մաքսատուն-վարչության Բավրայի մաքսային կետ-բաժնի և այլ շահագրգիռ ստորաբաժանումների ներկայացուցիչների մասնակցությամբ։

Հանդիպումների ընթացքում Պետական եկամուտների կոմիտեի աշխատակիցների կողմից կորեացի փորձագետներին ներկայացվել են ՀՀ մաքսային օրենսդրության և վարչարարության վերաբերյալ գործող կարգավորումները՝ դրանց համապափակ վերլուծության արդյունքում ՀՀ մաքսային ծառայության կարիքները գնահատելու, առաջնահերթությունները սահմանելու և նշված ծրագրի շրջանակում ռիսկերի կառավարման համակարգի և հետբացթողումային հսկողության ոլորտի բարելավմանն ուղղված քայլեր ձեռնարկելու և անհրաժեշտ աջակցություն տրամադրելու նպատակով։
