ՀԲԸՄ-ի հայտարարությունը Արցախի նկատմամբ Ադրբեջանին իրավազորություն տալու համաձայնագրի վերաբերյալ 

«Անհապաղ հրապարակման համար Հայաստանի Հանրապետության վարչապետը երեկ հանդիպել է Ադրբեջանի և Ռուսաստանի նախագահներին՝ շարունակելու քննարկել տարածաշրջանային խաղաղության համաձայնագիրը առաջ մղելու գործընթացը։ Նախորդիվ Հայաստանը հայտարարել էր, որ Արցախի քաղաքացիների «անվտանգության և իրավունքների երաշխավորումն» ապահովելու հիմնավորմամբ պատրաստ է պաշտոնապես ընդունել Ադրբեջանի իրավազորությունը Արցախի ժողովրդի նկատմամբ։

ՀԲԸՄ-ն, սփյուռքի և Հայաստանի բազմաթիվ այլ հայերի հետ միասին, չի ընդունում նմանօրինակ տրամաբանությունը: Թեև ողջ հայության կամքն է, որ Հայաստանում և տարածաշրջանում տիրի կայունություն, խաղաղություն և անվտանգություն, մենք խորապես մտահոգված ենք Հայաստանի՝ Արցախի հայերի ճակատագիրը մեկ ստորագրությամբ թշնամուն հանձնելու մտադրությամբ։

Ադրբեջանը ջանք չի խնայի իր նպատակներին հասնելու, Արցախի հայերին Արցախից բնաջնջելու, և, ի վերջո, տարածաշրջանում գերիշխող դիրք գրավելու համար, ինչը վտանգի կենթարկի առաջին հերթին հենց Հայաստանի ինքնիշխանությունը: Հատկապես խիստ մտահոգիչ է Ադրբեջանի հայտարարությունը, որ ոչ մի երկրի, այդ թվում՝ Հայաստանին, թույլ չի տա կանգնել Արցախի ժողովրդի հետ կապված իր մտադրություններն իրագործելու ճանապարհին՝ ազդարարելով, որ Արցախի շրջափակումը, մարդասիրական ահաբեկչությունը և մշակութային ցեղասպանությունը իր վարած խաղի մի մասն են մնալու։ «Այս հակամարտության վերջին 30 տարիների պատմությունը ցույց է տալիս, որ Ադրբեջանը երբեք էլ ազնիվ բանակցային գործընկեր չի եղել», - ասում է ՀԲԸՄ նախագահ Պերճ Սեդրակյանը։

«Այն երբեք չի հարգել որևէ միջազգային պայմանագրի, կոնվենցիայի, համաձայնագրի կամ օրենքի դրույթ, որը վերաբերում է Արցախի ժողովրդին: Իլհամ Ալիևի հակահայկական հռետորաբանությունը, քաղաքացիական բնակավայրերի դեմ ռազմական ագրեսիան և տնտեսական շրջափակման միջոցով Արցախում հազարավոր հայերին կենսական ռեսուրսներից զրկելը դրա վառ ապացույցն են։

Մենք գիտենք, որ այս փաստաթղթի ստորագրումը հավասարազոր է Ադրբեջանին կանաչ լույս տալուն, որ անպատիժ կերպով ավարտին հասցնի Արցախը վերացնելու իր մտադրությունը: 30 տարի շարունակ Արցախի ժողովուրդը փորձել է իրագործել ինքնորոշման իր իրավունքը, ինչպես որ սահմանված է ՄԱԿ-ի կանոնադրության երկրորդ հոդվածով և ԵԱՀԿ Մինսկի խմբի սկզբունքներով։

Ինքնորոշումը բանակցային գործընթացի միակ ընդունելի ուղին է, և միջազգային հանրությունը պետք է քայլեր ձեռնարկի այս գործընթացին ընթացք տալու համար:

Հետևաբար, ՀԲԸՄ-ն կոչ է անում բոլոր միջազգային կառույցներին սատարել Արցախի ժողովրդի ինքնորոշման իրավունքի իրացմանը, քանի որ, հակառակ դեպքում, Արցախի հայերը Ադրբեջանի կողմից վերջնականապես կենթարկվեն էթնիկ զտումների, որն Ադրբեջանը հետևողականորեն փորձում է ավարտին հասցնել:»։
