Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը հրապարակել է Սյունիքի մարզի Տեղ համայնքում և Գեղարքունիքի սահմանամերձ բնակավայրերում 2023 թվականի ապրիլ-մայիս ամիսներին փաստահավաք աշխատանքների վերաբերյալ արտահերթ զեկույց:

«Արտահերթ զեկույցում ներկայացվում են Պաշտպանի գլխավորած աշխատանքային փաստահավաք խմբերի արձանագրած մարդու իրավունքների խախտումները Սյունիքի մարզի Տեղ համայնքում, ինչպես նաև Գեղարքունիքի մարզի Վարդենիս խոշորացված համայնքի Վերին և Ներքին Շորժա, Կութ, Նորաբակ, Սոթք և Կուտական բնակավայրերում։

Սյունիքի և Գեղարքունիքի սահմանային բնակավայրերի անմիջական հարևանությամբ տեղակայված ադրբեջանական զինված ուժերը պարբերաբար իրականացնում են ագրեսիվ գործողություններ. հաճախակի կրակոցներ են արձակում, լարվածություն առաջացնում բնակչության շրջանում, խաթարում մարդկանց խաղաղ կյանքը, իրականացնում քաղաքացիական բնակչության կյանքը դժվարացնող գործողություններ։

2023 թվականի մարտ-ապրիլ ամիսներին ադրբեջանական զինված ուժերը տեղակայվել են Սյունիքի մարզի Տեղ համայնքի անմիջական հարևանությամբ, բնակիչների տներից մի քանի հարյուր մետր հեռավորությամբ: Ավելին, ապրիլի 11-ին բնակավայրի անմիջական հարևանությամբ ադրբեջանական զինված ուժերը դրսևորել են ագրեսիվ վարքագիծ. կրակոցներ են արձակել մոտակա հայկական դիրքերի ուղղությամբ, բնակավայրի հարևանությամբ կիրառել են խոշոր տրամաչափի զենքեր՝ իրական վտանգ ստեղծելով մարդկանց կյանքի ու առողջության համար:

Այդ կրակոցների պատճառով զոհվել են քաղաքացիական բնակչությանը պաշտպանող 4 հայ զինծառայողներ, 6-ը ստացել են տարբեր աստիճանի մարմնական վնասվածքներ։

Փաստահավաք աշխատանքներով արձանագրվել է, որ ադրբեջանական զինված ուժերը Սյունիքի և Գեղարքունիքի մարզերի սահմանային բնակավայրերի ուղղությամբ գործում են նույն նպատակով և նույն ձեռագրով։ Մասնավորապես, զենքի ցուցադրմամբ ահաբեկում են մարդկանց, կրակում են համայնքների հարևանությամբ, գիշերային ժամերին լուսարձակներով թիրախավորում են բնակիչների տների պատուհանները, անօդաչու թռչող սարքեր են կիրառում համայնքների օդային տարածքներում և այլն։

Ադրբեջանական զինված ուժերը խրամատներ են փորել ու տեղակայվել բնակիչներին պատկանող խոտհարքներում, արոտավայրերում, հողատարածքներում՝ թույլ չտալով, որ մարդիկ անխոչընդոտ իրացնեն իրենց սեփականության իրավունքը և դրանով վաստակեն իրենց ապրուստի միջոցը։ Ավելին, ադրբեջանական զինծառայողները գյուղացիների ցանքատարածություններում խրամատներ են փորել, վնասել են ցորենի, գարու արտերը, թույլ չեն տալիս մարդկանց մոտենալ իրենց հողատարածքներին, կրակոցներով ու զենքի ցուցադրմամբ ահաբեկում են բնակիչներին։

Մարդու իրավունքների պաշտպանն արտահերթ զեկույցն ուղարկելու է ՀՀ պետական մարմիններին և ՀԿ-ներին, ինչպես նաև միջազգային կառույցներին»,- ասված է հաղորդագրության մեջ:
