Նման հանդիպում նախատեսված է, բայց հիմա փաստն այն է, որ հոկտեմբերին դա չի կայանա, ենթադրում եմ՝ պատճառն այն է, որ Ադրբեջանի նախագահը չի հաստատել իր մասնակցությունն այդ հանդիպմանը, ԱԺ-կառավարություն հարցուպատասխանի ժամանակ հայտարարեց վարչապետ Նիկոլ Փաշինյանը` պատասխանելով ԱԺ ՔՊ խմբակցության պատգամավոր Ալխաս Ղազարյանի հարցին, թե ինչն էր հոկտեմբերի վերջին Եվրամիության խորհրդի նախագահ Շառլ Միշելի, Հայաստանի վարչապետ Նիկոլ Փաշինյանի և Ադրբեջանի նախագահ Իլհամ Ալիևի հանդիպման չկայանալու պատճառը։

«Այո՛, նախատեսված էր այդպիսի հանդիպում, բայց հիմա հայտարարությունը և փաստը այն է, որ հոկտեմբերին չի կայանա, և, ենթադրում եմ՝ պատճառն այն է, որ Ադրբեջանի նախագահը չի հաստատել իր մասնակցությունն այդ հանդիպմանը, բայց և կան աշխատանքային մանրամասներ, որոնք մենք առաջիկա օրերին ԵՄ-ի մեր գործընկերներից կփորձենք պարզաբանումներ ստանալ և հասկանալ հետագա անելիքները: Իհարկե, որոշ հարցերի պատասխան նաև ունենք, բայց նաև չէի ցանկանա շտապել այդ ամենի վերաբերյալ գնահատական հնչեցնել: Ես կարող եմ ասել, որ մենք, ինչպես նախկինում, պատրաստակամություն ենք հայտնել, որպեսզի մասնակցենք այդ հանդիպմանը: Նաև ուզում եմ ձեր ուշադրությունը հրավիրել այն հանգամանքի վրա, որ ԵՄ խորհրդի նախագահի 2023 թվականի հուլիսի 15-ի հայտարարության մեջ, որը վերաբերում է եռակողմ հանդիպմանը, որին մասնակցում էր ԵՄ խորհրդի նախագահը, Ադրբեջանի նախագահը և ես, արձանագրված են երեք կարևոր սկզբունքները, որոնց հիման վրա պայմանավորվել ենք, որ պետք է տեղի ունենա խաղաղության գործընթացը և կնքվի խաղաղություն»,- ասաց Նիկոլ Փաշինյանը:

Դրանից առաջինը ՀՀ-ի և Ադրբեջանի փոխադարձաբար միմյանց տարածքային ամբողջականությունը ճանաչելն է, երկրորդը, որն ավելի կոնկրետ է, Ալմա Աթայի հռչակագրի հիման վրա սահմանների  դելիմիտացիայի իրականացումն է։  Երրորդ սկզբունքն այն է, որ տարածաշրջանային կոմունիկացիաների բացումը պետք է տեղի ունենա երկրների սուվերենության, իրավազորության հիման վրա, փոխադարձության և հավասարության սկզբունքով:

Անդրադառնալով բանակցությունների հեռանկարին՝ Փաշինյանը նշեց. «Պետք է այդ երեք սկզբունքների հիման վրա առաջ գնանք և տեղայնացնենք դրանք գետնի վրա: Մենք, իհարկե, նվիրված ենք խաղաղության օրակարգին, և հույս ունեմ, որ գործընթացը կշարունակվի և կհասնի տրամաբանական ավարտին: Բանակցությունները կարևոր են, և մենք ամեն ինչ կանենք այդ բանակցային գործընթացն առաջ տանելու համար»:
