ՀՀ քաղաքացիություն ստանալու դեպքում արցախցիները չեն զրկվելու աջակցության ծրագրերից. Արթուր Հարությունյան

Ժամանակավոր պաշտպանության կամ փախստականի կարգավիճակից Հայաստանի Հանրապետության քաղաքացիություն ստանալու դեպքում քաղաքացիները նախնական քննարկումների արդյունքում պատասխանը եղել է, որ չեն զրկվելու աջակցության ծրագրերից։

 Այս մասին Արցախի հանրային հեռոստաընկերության հետ հարցազրույցում ասաց պետնախարար Արթուր Հարությունյանը, փոխանցում է Artsakhpress-ը։

«Ժամանակավոր պաշտպանության և Հայաստանի Հանրապետության քաղաքացու կարգավիճակը տարբեր իրավունքներ և պարտականություններ են սահմանում։ Քաղաքացի դառնալու դեպքում բոլոր իրավունքներն ու պարտականությունները, այդ թվում՝ զինվորական ծառայություն անցնելու, գործելու են նաև մեր հայրենակիցների համար։ Իսկ փախստականի կարգավիճակի մասով դեռ կան հարցեր, որոնք պետք է լուծումներ ստանան և այդ մասով պարզաբանումներ են ներկայացվելու մեր հայրենակիցներին, որ իմանան իրենց իրավունքներն ու պարտականությունները։

Օրեր առաջ ՀՀ Սոցապ նախարարությունը պարզաբանում ներկայացրեց նպաստների և թոշակների մասով, որ պարտադիր չէ ՀՀ քաղաքացիություն ստանալ թոշակառու կամ նպաստառու համարվելու համար։ Անհրաժեշտ է միայն ունենալ հաշվառում Հայաստանում և ՀՀ սահմանված կարգով ստանալ վճարները»,- ասաց նա։

Պետնախարարը նշեց, որ նախնական քննարկումների համաձայն՝ հոկտեմբերի 1-ի դրությամբ կենսաթոշակառու կամ նպաստառու հանդիսացող քաղաքացները կենսաթոշակը Հայաստանում ստանալու համար լրացուցիչ փաստաթղթեր ներկայացնելու անհրաժեշտություն չի լինի։ Մինչև սեպտեմբեր ամիսը ներառյալ վճարներն արվելու են Արցախի բյուջեից։ «Դեռ քննարկումներ են ընթանում՝ հոկտեմբերի հաշվարկն ընթանալու է, թե ոչ, բայց սկսված նոյեմբերի 1-ից թոշակառուն հաշվառվելուն պես համարվելու է ՀՀ թոշակառու։

Իսկ նրանք, ում թոշակ նշանակված չէր, պետք է դիմեն իրենց բնակավայրի միասնական սոցիալական ծառայություններ և գործընթացը կիրականացվի նույն կերպ, ինչպես նախկինում Արցախում էր իրականացվում։ Գործընթացներ ենք իրականացնում նաև, որ կենսաթոշակ նշանակելիս հաշվի առնվի նաև կուտակված աշխատանքային ստաժը»,- նշեց պետնախարարը։

Կուտակային կենսաթոշակների առումով քննարկումներ են իրականացվում կուտակված գումարները շահառուներին վերադարձնելու շուրջ և նոր աշխատանքի անցնելու դեպքում նորից սկսվի դրա կուտակումը, հավելեց Հարությունյանը։
