ՏՏ ոլորտի ընկերություններին կտրամադրվի շուրջ 7 մլրդ դրամի աջակցությունը, հաստատվել է աջակցության տրամադրման կարգը

ՀՀ կառավարությունն այսօրվա նիստում հաստատեց Տեղեկատվական տեխնոլոգիաների ոլորտում գործունեություն իրականացնող առևտրային կազմակերպություններին և անհատ ձեռնարկատերերին պետական աջակցության տրամադրման կարգը։

Նախագծի ընդունումը պայմանավորված է Հայաստանի Հանրապետությունում տեղեկատվական տեխնոլոգիաների ոլորտի զարգացմանը օժանդակելու, ինչպես նաև տարածաշրջանի երկրների համեմատ նշյալ ոլորտում գործունեության խթանների առումով տնտեսավարող սուբյեկտների գործունեության իրականացման համար համապատասխան մրցունակ միջավայր ստեղծելու անհրաժեշտությամբ։ Միաժամանակ, նախագիծը նպատակ ունի նպաստել բարձր մասնագիտական որակավորում ունեցող աշխատուժի ներգրավմանը։
Որոշմամբ սահմանված կարգով պետական աջակցություն է տրամադրվել թվով 47 կազմակերպության, ընդհանուր վճարվել է 7մլրդ 857մլն դրամ: Հաշվի առնելով, որ Որոշմամբ սահմանված կարգով ամսական միջինում տրամադրվում էր շուրջ 500 մլն դրամի չափով պետական աջակցության գումար, ուստի նախագծի բյուջեն կկազմի շուրջ 7մլրդ դրամ:

Որոշման գործունեության արդյունքում ստեղծվել է շուրջ 5854 աշխատատեղ:

Որոշման ընդունումը հնարավորություն է ընձեռել համաշխարհային շուկայում բազում փոփոխությունների և մարտահրավերների պայմաններում տեղեկատվական տեխնոլոգիաների ոլորտում գործունեություն իրականացնող առևտրային կազմակերպություններին և անհատ ձեռնարկատերերին պահպանելու առկա աշխատատեղերն ու աշխատողների աշխատավարձերը, ինչպես նաև խթանել է նոր աշխատատեղերի ստեղծմանը, ուստի Նախագծի ընդունումը համարվում է խիստ նպատակահարմար: Նախագծի ընդունումը շահեկան պայմաններ կստեղծի հայաստանյան շուկայում գործունեություն իրականցնելու համար և հնարավորություն կտա տեղեկատվական տեխնոլոգիաների ոլորտում գործունեություն իրականացնող առևտրային կազմակերպություններին և անհատ ձեռնարկատերերին շարունակել իրենց գործունեությունը Հայաստանի Հանրապետությունում՝ ապահովելով պետական բյուջե հարկերի տեսքով դրամական մուտքեր: Այլապես շատ կազմակերպություններ պարզապես կդադարեցնեն իրենց գործունեությունը Հայաստանի Հանրապետությունում և զգալիորեն կկրճատվեն պետական բյուջե հարկերի տեսքով դրամական մուտքերը, ինչը իր հերթին կբերի գործազրկության աճի:
Նախագծով առաջարկվում է տեղեկատվական տեխնոլոգիաների ոլորտում գործունեություն իրականացնող իրավաբանական անձանց և անհատ ձեռնարկատերերին տրամադրել պետական աջակցություն։

Հաշվի առնելով նաև այն հանգամանքը, որ ՏՏ ոլորտում գործունեություն իրականացնող կազմակերպությունների մեծ մասը իր եկամուտները ստանում է արտերկրից՝ արտարժույթով, և այն, որ ներկայումս ԱՄՆ դոլարի և Եվրոյի արժեզրկման արդյունքում համապատասխան ծավալով կրճատվել են տեղական ընկերությունների ֆինանսական մուտքերը, ուստի դա խոչընդոտ է հանդիսացել կազմակերպությունների բնականոն զարգացմանն ու առաջխաղացմանը։ Նախագծով սահմանված պետական աջակցության տրամադրումը խթան կհանդիսանա կազմակերպությունների զարգացման համար, հնարավորություն ընձեռելով պահպանել առկա աշխատատեղերը՝ միաժամանակ չկրճատելով աշխատակիցների աշխատավարձերը:

Բացի այդ, տեղեկատվական տեխնոլոգիաների ոլորտում գործունեություն իրականացնող մի շարք կազմակերպություններ գրասենյակներ են բացում Կիպրոսում և տեղափոխում են հայաստանյան գրասենյակի աշխատակիցների մի մասին Կիպրոս՝ ելնելով հարկային ավելի բարենպաստ պայմաններից: Այդ կազմակերպությունների հայաստանյան գրասենյակների գործունեության շարունակությունը մեծապես կախված է Նախագծի ընդունումից:
