Համաձայնագրի նպատակն է համագործակցության արդյունավետ մեխանիզմներ ստեղծել հարկադիր վտարման ենթակա անձանց փաստաթղթավորման ժամանակ: Կսահմանվի կողմերի փոխգործակցության կարգը՝ անձը հաստատող և պետական սահմանը հատելու համար անհրաժեշտ վավերական փաստաթղթեր չունեցող, հարկադիր վտարման ենթակա անձանց վերադարձի վկայականներով փաստաթղթավորման հարցերով: Այս մասին ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի՝ հունվարի 10-ին տեղի ունեցած հերթական նիստի ընթացքում ասել է ՆԳ նախարարի տեղակալ Արփինե Սարգսյանը՝ հանձնաժողովի անդամներին ներկայացնելով ««Անկախ Պետությունների Համագործակցության մասնակից պետությունների՝ հարկադիր վտարման ենթակա անձանց՝ վերադարձի վկայականներով փաստաթղթավորման հարցերով փոխգործակցության մասին» համաձայնագիրը վավերացնելու մասին» օրենքի նախագիծը: Այդ մասին հայտնում են ԱԺ-ից:

Զեկուցողի խոսքով՝ թեև բանակցություններին մասնակցել են նաև ԱՊՀ անդամ մյուս պետությունները, բայց այս պահի դրությամբ համաձայնագիրը կիրառում են Ռուսաստանն ու Բելառուսը: Հայաստանը կլինի համաձայնագիրը վավերացնող երրորդ պետությունը:

«Համաձայնագրի վավերացմամբ Հայաստանի Հանրապետությունը կմոտիվացնի ԱՊՀ անդամ մյուս պետություններին, որ ԱՊՀ տարածաշրջանում այս ուղղությամբ ևս միացյալ քաղաքականություն վարվի»,- ասել է Արփինե Սարգսյանն ու հավելել, որ այն քննարկվել է արդարադատության, ֆինանսների նախարարություններում ու ՍԴ-ում: Բոլոր կառույցները դրական արձանագրումներ են արել, նշվել է, որ այն Սահմանադրությանը չի հակասում։

Փոխնախարարը հայտնել է նաև, որ համաձայնագրով նախատեսվող վերապահմամբ եթե ՀՀ-ից հետո ԱՊՀ որևէ այլ անդամ երկիր միանա համաձայնագրին, ապա այդ պահին Հայաստանը կկարողանա դիտարկել տվյալ երկրի մասով որևէ վերապահում անելու հնարավորության հարցը: Նշվել է, որ ԱՊՀ-ն ցանկանում է մեկ միասնական համաձայնագիր ունենալ, որի շրջանակում գործընթացները կնույնականացվեն, ու միասնական քաղաքականություն կվարվի:

Նախագծի հարակից զեկուցումը ներկայացրել է «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր Մարիա Կարապետյանը: Նա հայտնել է, որ երկկողմ հարաբերությունների տիրույթում համաձայնագիրը սահմանափակումներ չի մտցնում:

«Խոսքը յուրահատուկ իրավիճակի մասին է. համաձայնագրին միացող յուրաքանչյուր երկիր պետք է որոշում կայացնի, որ իր երկրում հարկադիր վտարման ենթակա անձ կա: Նրա՝ փաստաթուղթ չունենալու պարագայում միայն համաձայնագիրը կսկսի գործել: Այն քաղաքական բովանդակություն չունի և չի առնչվում անձանց՝ քրեական գործերով հետընդունման և հանձնման ոլորտում կողմերի համագործակցության հարցերին»,- ասել է պատգամավորն ու առաջարկել հաստատել օրենքի նախագիծը:

Օրենքի նախագիծը միաձայն կողմ քվեներով հաստատվել է հանձնաժողովի նիստում:
