ՊԵԿ նախկին նախագահ Դավիթ Անանյանը գրում է․ «Այն պահից ի վեր, երբ օրացույցի էջը փոխվեց 2020 թվականի նոյեմբերի 9-ին, մեր ազգը, մեր հասարակությունը ընկղմվեց կյանքի արտասովոր ռիթմի մեջ, մի ռիթմ, որը պարբերաբար սկսեց ստուգման ենթարկել մեր պետականության հիմքերը և սոցիալական ներդաշնակությունը:

Չնայած բոլոր դրամատիկ շրջադարձներին, մենք իրավաբանորեն այդպես էլ չձևակերպեցինք առկա իրավիճակն ու դրությունը այս ժամանակահատվածում որպես արտակարգ: Ամբողջ աշխարհում ճգնաժամային կառավարումը ներառում է հատուկ կանոնների և գործիքակազմի կիրառում, որոնք նախատեսված են իրավիճակը կայունացնելու և ժողովրդին ու պետությանը փակուղուց դուրս բերելու համար: Արտակարգ դրության պայմաններում ճգնաժամի հաղթահարման առանցքային կետը ազգային միասնության հասնելու հնարավորությունն է, երբ պետությունն ու հասարակությունը միավորվում են հանուն ընդհանուր բարօրության։

Այնինչ անցած չորս տարիների ընթացքում մենք ոչինչ չարեցինք, առավելագույնը՝ սովորեցինք մեզ պահել սեփական պատրանքների ստվերում՝ համոզելով ինքներս մեզ, որ ի վիճակի ենք շարունակել կյանքը սովորականի պես՝ պահպանելով պետականության գոյության պատրանքը՝ դրա գործնական ատրիբուտների չգոյության ​​ապացույցներն անտեսելով:

Ազգային առաջնորդության բացակայությունն է, որ խաթարում է ընթացքը շտկելու մեր բոլոր փորձերը՝ թողնելով մեզ նավարկելու անորոշության ջրերում՝ առանց հստակ ուղղության: Մենք ականատես ենք լինում, որ քայլ առ քայլ կորցնում ենք մեր էության, մեր ինքնության ամենակարևոր բաղադրիչները, և կորուստները տեղի են ունենում այնքան դանդաղ ու աննկատ, որ ցավը կարծես թե չենք էլ զգում, չենք գիտակցում կորստի մասշտաբները, ասես զգացմունքային թմրություն մեջ ենք:

Այս դրամատիկ պատկերի համընդհանուր գիտակցմանը հետևելու է դրանից օտարման կոչին արձագանքելն ու մեր ազգային ինքնությունը վերականգնելու և ազգային իրական արժեքներին վերադառնալու անհրաժեշտության գիտակցումը:
