ՀՀ քննչական կոմիտեում այսօր հյուրընկալվել է ամերիկյան «GTH Consulting» խորհրդատվական ընկերության պատվիրակությունը։ Նրանց ուղեկցել է ՀՀ ԳԱԱ «Փորձաքննությունների ազգային բյուրո» ՊՈԱԿ-ի տնօրեն Արգամ Հովսեփյանը։

«GTH Consulting»-ը աշխարհում ճանաչված է` որպես դատաբժշկական ԴՆԹ տվյալների բազաների ձևավորման և վարման օրենսդրության մշակման ոլորտում մասնագիտացած ընկերություն, որը համագործակցում է տարբեր երկրների դատաբժշկական ԴՆԹ լաբորատորիաների, իրավապահ մարմինների և պատկան այլ կառույցների հետ։

Պատվիրակությանն ընդունել է ՀՀ քննչական կոմիտեի նախագահի տեղակալ Արսեն Այվազյանը։ Նա ողջունել է ընկերության մասնագետներին Երևանում մեկնարկող՝ միջազգային պահանջներին համապատասխան դատափորձագիտական ԴՆԹ տվյալների բազայի ձևավորման և զարգացման հիմնախնդիրներին նվիրված միջազգային համաժողովին մասնակցության և նշված ոլորտում Հայաստանի կարիքներին ծանոթանալու նախաձեռնության համար։

Արսեն Այվազյանն ընդգծել է, որ ՀՀ քննչական կոմիտեն, որպես Հայաստանում նախաքննական ամենամեծ մարմին, առանցքային դեր ունի մեր երկրում հանցագործությունների հետքերի, այդ թվում` ԴՆԹ հետքերի հայտնաբերման և հավաքագրման ոլորտում։ Ըստ պարոն Այվազյանի՝ Քննչական կոմիտեն կարևորում է միջազգային չափանիշներին համահունչ Հայաստանում դատափորձագիտական ԴՆԹ տվյալների բազայի զարգացման օրենսդրական հիմքերի կատարելագործումը և պատրաստակամ է իր լիազորությունների սահմաններում մասնակցելու դրան։

ՀՀ ԳԱԱ «Փորձաքննությունների ազգային բյուրո» ՊՈԱԿ-ի տնօրեն Արգամ Հովսեփյանը հավելել է, որ արտերկրյա մասնագիտացած կազմակերպությունների մասնակցությամբ Հայաստանում մեկնարկող համաժողովը, որին մասնակցություն են ունենալու նաև ՀՀ շահագրգիռ բոլոր կառույցները, այդ թվում նաև` ՀՀ քննչական կոմիտեն, նոր խթան է հաղորդելու Հայաստանում համակարգված տվյալների շտեմարանի զարգացման գործընթացին։

«GTH Consulting» խորհրդատվական ընկերության ղեկավար Տիմ Շելբերտն իր հերթին նշել է, որ պատրաստ են աշխարհի բազմաթիվ երկրներում իրենց փորձագիտական ներգրավվածության փորձառությունը փոխանցելու նաև Հայաստանին, ինչը նշանակալի ավանդ կլինի կրկնահանցագործությունների կանխարգելման, բացահայտման, պետության կողմից ռեսուրսներ խնայելու առումով։

Հանդիպման ընթացքում քննարկվել են Հայաստանում քննչական մարմինների գործառույթները, փորձաքննությունների նշանակման և դրանցով ստացված տվյալների կիրառելիության, ԴՆԹ տվյալների բազայի վերաբերյալ մինչ այժմ իրականացված իրավական գործընթացները, ինչպես նաև` փոխադարձ հետաքրքրություն ներկայացնող այլ հարցեր։
