Կառավարության ծրագրում առողջապահության ոլորտի ամրագրված առաջնահերթություններ են՝ հանրային առողջության պահպանում ու բարելավում, առողջապահական ծառայությունների հասանելիություն և մատչելիություն, բժշկական ապահովագրության համակարգի ներդրում, միջազգային ստանդարտներին համապատասխանող կլինիկական ուղեցույցների, ընթացակարգերի ներդրում, մարզային բժշկական կազմակերպությունների արդիականացում և այլն:

Սակայն, այս ծրագրի կատարողականը որոշակի հարցեր է առաջացնում, որոնք պետք է ուղղել նախարար Անահիտ Ավանեսյանին: Օրինակ, ինչո՞ւ մինչ այժմ չկան ներդրված միջազգային ստանդարտներին համապատասխանող կլինիկական ուղեցույցներ, ընթացակարգեր: Մատչելի ու հասանելի բժշկական ծառայությունների մասին խոսելիս առաջին ամենակարևոր կետը մնում է դրանց որակը, որն ակնհայտորեն կաղում է: 

Մասնագիտացված կենտրոնների փակումն օպտիմալացում իրականացնելու վատագույն ձևն է, որն ընտրեց Ավանեսյանը՝ փաստացի հակասելով կառավարության ծրագրում ամրագրված դրույթներին:

Բացի այդ, առողջապահության նախարար Անահիտ Ավանեսյանը, լինելով իրավաբան, ամենաշատն է հանդես գալիս այնպիսի հրամաններով, որոշումներով և նույնիսկ հանցավոր անգործությամբ, որոնք միանշանակ օրենքի տեսանկյունից կոպիտ խախտումներ են համարվում: Եվ երբ նախարարը վրդովվում է, որ իր նկատմամբ խախտվում է բժշկական գատնիքը և անձնական տվյալները հայտնվում են մամուլի ձեռքում, թերևս պետք է նաև հիշի, թե քանի օրենք է խախտել ինքը՝ իրավաբան լինելով հանդերձ:

Մեկ այլ որոշում, որը էականորեն բարդացրել է քաղաքացիների կյանքը: Ավանեսյանի որոշմամբ՝ մարտի 1-ից անցում է կատարվել էլեկտրոնային դեղատոմսերի համակարգին: Որոշ տեղեկություններով՝ առողջապահության ոլորտում լուրջ դժգոհություններ կան էլեկտրոնային առողջապահության համակարգի ներդրման հետ կապված, քանի որ հերթական բարեփոխումն իրականացվում է բացառապես ծառայություն մատուցողների հաշվին, ինչը, բնականաբար, վաղ թե ուշ հանգեցնելու է բժշկական ծառայությունների թանկացման։

Կառավարության ծրագրի դրույթներին նման հակասող քայլերը մի փոքր իրոնիայով կարելի է նույնիսկ սաբոտաժ անվանել, որից տուժում են թե՛ շարքային քաղաքացիները, թե՛ կառավարության ծրագրի կատարման թիվ մեկ պատասխանատու Փաշինյանի վարկանիշը:
