Համաձայնագիր՝ Կատարի Պետության տարածքում ՀՀ քաղաքացիների աշխատանքային գործունեությունը կանոնակարգելու համար

Հայաստանի Հանրապետության աշխատանքի և սոցիալական հարցերի նախարար Նարեկ Մկրտչյանը և Կատարի Պետության աշխատանքի հարցերով նախարար Ալի բին Սամիխ Ալ-Մարրին ստորագրել են համաձայնագիր՝ կանոնակարգելու Կատարի Պետության տարածքում ՀՀ քաղաքացիների աշխատանքային գործունեությունը։

Կարևորելով երկու երկրների միջև համագործակցության այս նոր ձևաչափը՝  ԱՍՀ նախարար Նարեկ Մկրտչյանն ընդգծել է Հայաստանի Հանրապետության և Կատարի Պետության միջև եղած բարեկամական և բազմոլորտ հարաբերությունների նշանակությունը և շեշտել, որ կնքվող փաստաթղթով հնարավորություն կընձեռվի մեկ այլ շերտ ավելացնել այդ հարաբերություններին, մասնավորապես՝ աշխատանքի և զբաղվածության ոլորտում։

«Մենք կարևորում ենք կազմակերպված աշխատանքային միգրացիայի համաձայնագրերի կնքումը մեր բարեկամ երկրների հետ․ սա տարբեր ոլորտներում ներգրավված հայ մասնագետներին, աշխատողներին հնարավորություն է տալիս իրականացնել փորձի փոխանակում, որոշակի ժամկետներով աշխատել այլ երկրներում ու միաժամանակ զգալ առավել պաշտպանված՝ աշխատանքային իրավունքների իրացման համատեքստում», - հավելել է նախարար Նարեկ Մկրտչյանը։ Կատարի Պետության աշխատանքի հարցերով նախարար Ալի բին Սամիխ Ալ-Մարրին նշել է, որ այս համաձայնագիրը կարևոր է նաև Կատարի Պետության համար, քանի որ սա հնարավորություն կտա աշխատաշուկայում ներգրավել իրենց գործի մասնագետ, տաղանդավոր մարդկանց․

«Կատարի Պետությունը մեծ ուշադրություն է դարձնում աշխատանքային միգրանտների իրավունքների հանդեպ, և սա 2030 թվականի տեսլականի կարևոր մասն է կազմում․ մենք հետամուտ ենք այլ երկրներից մեզ մոտ փորձառություն կամ աշխատանք ձեռք բերած աշխատակիցների իրավունքների իրացման գործում։ Փորձենք օգտվել այս փաստաթղթից՝ հայ աշխատողներին ևս ներգրավելու կատարյան աշխատաշուկայում»,- նշել է նախարարը։

Գործընկերները միմյանց ներկայացրել են նաև վերջին տարիներին երկու երկրներում իրականացված ոլորտային բարեփոխումները, քննարկել սահմանած առաջնահերթությունները։Կնքված համաձայնագրի շրջանակում՝ Հայաստանի Հանրապետության կառավարությունը պարտավորվում է նախաձեռնել բոլոր անհրաժեշտ միջոցները, որպեսզի Կատարի Պետությունում աշխատել ցանկացող Հայաստանի Հանրապետության քաղաքացիների համար հեշտացվեն անձնագրեր և ուղևորության թույլտվություն ստանալը, բժշկական զննության ընթացակարգերը,  այդ քաղաքացիներին տրամադրվեն անհրաժեշտ ամբողջ տեղեկատվությունը։

ՀՀ կառավարությունը կապահովի նաև, որ մինչև Հայաստանի Հանրապետությունից մեկնելը Կատարի Պետությունում աշխատանքի անցնող ՀՀ քաղաքացիներն ունենան աշխատանքի առաջարկ, որը պատշաճ կերպով ստորագրված կլինի Կատարի Պետության գործատուի կողմից և հաստատված կլինի Կատարի Պետության աշխատանքի հարցերով նախարարության կողմից։

ՀՀ կառավարությունը կապահովի, որ մինչև մեկնելը աշխատողներին տրամադրվի պատշաճ ցուցում/կողմնորոշում աշխատանքի ընդունման հետ կապված համապատասխան օրենքների, կանոնակարգերի, քաղաքականության, ընթացակարգերի, նորմերի, մշակույթների և գործելակերպի վերաբերյալ՝ Կատարի Պետության աշխատանքի հարցերով նախարարության աջակցությամբ և վերջինիս կողմից տրամադրված տեղեկությունների հիման վրա։

Կձեռնարկվեն նաև բոլոր անհրաժեշտ միջոցները Կատարի Պետություն աշխատանքի մեկնող քաղաքացիների իրավական պաշտպանությունն ապահովելու համար` երկու երկրներում գործող համապատասխան օրենքներին և ընթացակարգերին համաձայն:

Ստորագրված համաձայնագրի նպատակների իրականացման համար Կատարի Պետության կառավարությունը կապահովի, որ ՀՀ քաղաքացիների՝ Կատարի Պետություն մուտքն ու այնտեղ աշխատանքային գործունեությունը համապատասխանեն երկու երկրներում գործող համապատասխան օրենքներին և ընթացակարգերին։Հանդիպման շրջանակում երկու երկրների նախարարները քննարկել են աշխատանքի ոլորտում համագործակցության մի շարք այլ ուղղություններ ևս, պայմանավորվել ընթացք տալ ձեռք բերված համաձայնություններին։
