Թեև Նիկոլ Փաշինյանը հայտարարում է, որ Իրանի Իսլամական Հանրապետության հետ Հայաստանի Հանրապետության հարաբերությունները խորն են, և Հայաստանը շարունակելու է նվիրված լինել այդ հարաբերություններին, ակնհայտ է, որ ՀՀ իշխանությունների՝ դեպի Արևմուտք դրեյֆը զգալի ազդեցություն է թողել նաև հարևան երկրի հետ մեր հարաբերությունների վրա: Պատահական չէր Փաշինյանի մյունխենյան անկեղծացումը, երբ վերջինս հայտարարեց, որ մեր լավ հարաբերություններն Իրանի հետ որոշ տեղերում լարումներ են առաջացնում:

Հասկանալի է, որ որոշ տեղեր ասելով՝ Փաշինյանը նկատի ունի Արևմուտքը, որը վերջին շրջանում ակտիվորեն լծվել է Իրանի դերը տարածաշրջանում նվազեցնելու գործին: Ըստ էության, Նիկոլ Փաշինյանն ավարտին է հասցնում Բոլթոնի պլանը: Ջոն Բոլթոնի ծրագրի թիրախը Իրանն էր, դրա իրականացման հարցում գործընկերներ են Թուրքիան եւ Ադրբեջանը (վերջինիս որպես բոնուս խոստացվել է հենց Ղարաբաղը), իսկ ռազմավարական թիրախը Ռուսաստանն է: Հայաստանին այս խաղում խոստացվել էր «տարածաշրջանային տնտեսական ներուժի իրագործմանն ուղղված որոշ փոխշահավետ տնտեսական նախագծերի իրականացում»: Ամերիկացի դիվանագետի պլանը ենթադրում էր, որ Հայաստանը պետք է զիջումների գնա Արցախի հարցում՝ իր հասարակությանը նախապես պատրաստելով «խաղաղությանը»: Փաշինյանն, իհարկե, չէր կարող չգիտակցել այդ ծրագրի իրականացման հետևանքները՝ իշխանությունը պահելու համատեքստում: Այսօր, սակայն, մենք տեսնում ենք մի գործընթաց, որը տանում է Բոլթոնի պլանի կուլմինացիային՝ դրանից բխող բոլոր հետևանքներով: Արցախը, ըստ էության, Փաշինյանն արդեն իսկ դրել է զոհասեղանին, իսկ այսօր այդ նույն զոհասեղանին հայտնվել է արդեն Հայաստանը, որին Արևմուտքը փորձում է գժտեցնել երկու ռազմավարական գործընկերների՝ ՌԴ–ի և Իրանի հետ:

Գաղտնիք չէ,  Բոլթոնի երևանյան այցից անմիջապես հետո լրատվամիջոցները հրապարակեցին վարկած, որ ամերիկացին Փաշինյանին հրավիրել է դառնալ տարածաշրջանային իրողությունների վերանայման գլոբալ նախագծի մաս, որը նախատեսում է ոչ միայն իրանական գործոնի ոչնչացում, այլև աշխարհաքաղաքական պլան Մերձավոր Արևելքի փոխակերպման համար, որտեղ Թուրքիան ԱՄՆ-ի ամենահետևողական դաշնակիցն է։ Բոլթոնի ծրագրով՝ Հայաստանը պետք է ձերբազատվեր «պատմական կարծրատիպերից», այսինքն՝ դուրս գար ռուսական ազդեցությունից և հայտնվեր արևմտյան ազդեցության ուղեծրում։ Եվ քանի որ Թուրքիան տարածաշրջանում «ՆԱՏՕ-ի» և հավաքական Արևմուտքի օպերատորն է, Փաշինյանին փաստացի առաջարկվել է մտնել թուրքական շահերի ուղեծիր, ինչն էլ վերջինս հաջողությամբ իրականացնում է: Ավելին՝ տխրահռչակ «Զանգեզուրի միջանքը» (ըստ էության Հայաստանի հարավի օկուպացիան) լրիվ համապատասխանում է արևմտյան վեկտորի ռազմավարական նպատակներին` ռուս–իրանական ազդեցություն հատուկ նվազման ներքո և ՀՀ իշխանությունները՝ Արևմուտքի ճնշման ներքո, լարելով հարաբերությունները Իրանի հետ և ավարտին հասցնելով Բոլթոնի ծրագիրը, հսկայական հարված են հասցնում ՀՀ անվտանգությանը և պետական շահերին:
