Կառավարությունն իր այսօրվա՝ նոյեմբերի 30-ի նիստում որոշում կայացրեց, որով  ոչ շահավետ է դառնում ավտոմեքենաների «ձևական» ժամանակավոր ներմուծումը:

Որոշման հիմնավորման մեջ նշվում է. ԵԱՏՄ անդամ չհանդիսացող պետություններում (հիմնականում Վրաստանում) թեթև մարդատար ավտոմեքենաների մաքսային ձևակերպման վճարների չափերի՝ԵԱՏՄ-ում նախատեսված վճարների չափերի համեմատ ցածր լինելու պատճառով Հայաստանում այդ ավտոմեքենաները օրենքով սահմանված կարգով ձևակերպելու և գրանցելու փոխարեն ձևակերպվում և գրանցվում են այդ երկրներում (հիմնականում Վրաստանում) և ներմուծվում ու տնօրինվում են ՀՀ-ում «ձևական» ժամանակավոր ներմուծում ձևակերպելու ճանապարհով:

Ներկա պահին Հայաստանի տարածքում վերոհիշյալ կարգավիճակով շահագործվում են շուրջ 9000 միավոր ավտոմեքենա: Արդյունքում վճարումներ չեն կատարվում պետական բյուջե թե մաքսատուրքերի, թե ավելացված արժեքի հարկի, թե բնապահպանական հարկի և թե գույքահարկի գծով: Դրա փոխարեն այդ մեքենաների մասով վճարներով համալրվում են այլ երկրների պետական բյուջեի եկամուտները:

Առաջարկվում է ԵԱՏՄ ֆիզիկական անձանց կողմից օտարերկրյա պետություններում հաշվառված անձնական օգտագործման տրանսպորտային միջոցների ժամանակավոր ներմուծման դեպքում կիրառել դրամական միջոցներով վճարման պարտավորության կատարման ապահովումը։

Այս պարագայում ՀՀ քաղաքացիները,  երրորդ երկրում գրանցված մեքենան Հայաստանն ժամանակավորապես ներմուծելու համար պարտավորված կլինեն մաքսային մարմիններին ներկայացնել ապահովում՝ տրանսպորտային միջոցի ազատ շրջանառության համար բացթողնելու համար վճարման ենթակա մաքսատուրքի և հարկերի չափով գումարի տեսքով՝ վճարելով այդ գումարը մաքսային մարմնի կողմից տնօրինվող դեպոզիտային հաշվին, որը նրանց կվերադարձվի տվյալ ավտոմեքենան վերաարտահանելիս։

Այս միջոցի նպատակն է ոչ շահավետ դարձնել մեքենայի «ձևական» ժամանակավոր ներմուծումը:

Այս սահմանափակումը չի ազդի իրենց անձնական ավտոմեքենայով Հայաստան տուրիստական կամ գործնական այցելություններ իրականացնող օտարերկրացիների նկատմամբ:
