«Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր Վիլեն Գաբրիելյանը երկրորդ ընթերցմամբ խորհրդարանին ներկայացրեց իր հեղինակած՝ «Զենքի շրջանառության կարգավորման մասին» և կից օրենքների նախագծերի փաթեթը։

Պատգամավորը նշեց, որ առաջինից երկրորդ ընթերցում նախագծում երեք կարևոր բովանդակային առաջարկներ են ներառել։

 «Առաջինը՝ նախատեսվում է դրույթ, ըստ որի արգելվում է անչափահասների կողմից մեխանիկական փոշեցրիչների, աերոզոլային և այլ սարքերի, որոնք լիցքավորված են արցունքաբեր կամ գրգռիչ նյութերով, էլեկտրահարող զենքերի ու կայծային պարպիչների շրջանառությունը։

Երկրորդ՝ առաջարկում ենք գործնական քննությունից ազատել այն քաղաքացիներին, որոնք ծառայում են կամ ծառայել են պետական ռազմականացված կազմակերպություններում, այդ թվում՝ պարտադիր ժամկետային զինվորական ծառայություն անցածները կամ այն անձինք, ովքեր դիմելու պահին վերջին մեկ տարվա ընթացքում մասնակցել են Հայաստանի Հանրապետության պաշտպանության կողմից կազմակերպված վարժական հավաքներին և զինվորական վարժանքներին, ունեն կամ ունեցել են զենք կրելու իրավունք և ծառայությունը չի ավարտվել վաղաժամկետ, իսկ պարտադիր ժամկետային ծառայության ավարտից հետո չի անցել հինգ տարի։ Այստեղ հաշվի ենք առնում պարտադիր զինվորական ծառայության և վարժական հավաքներին մասնակցած քաղաքացիների կողմից զենքի հետ վարվելու անվտանգության կանոններին տիրապետումը և դիտարկում են որպես խրախուսող նորմ։

Երրորդ առաջարկությունն այն է, որ մինչև 2025 թվականի հունիսի 1-ը զենքով պարգևատրված անձինք պարտավոր են ոստիկանություն ներկայացնել համապատասխան բժշկական տեղեկանք և հանձնել համապատասխան քննություն, հակառակ պարագայում նրանց սեփականություն հանդիսացող զենքը կառգրավվի»,- ասաց պատգամավորը։
