«Standard and Poor’s»–ը վերահաստատել է ՀՀ սուվերեն BB- վարկանիշը` կայուն հեռանկարով

2024 թ. փետրվարի 23-ին Standard and Poor’s վարկանիշային գործակալությունը վերահաստատել է Հայաստանի Հանրապետության՝ արտարժույթով և ազգային արժույթով երկարաժամկետ/կարճաժամկետ պարտավորությունների թողարկման սուվերեն BB-/B վարկանիշը` անփոփոխ թողնելով նաև «կայուն» հեռանկարը:
 
ՀՀ ֆինանսների նախարարությունից տեղեկացնում են, որ վարկանիշային գործակալության կողմից վարկանիշի պահպանման հիմքում ընկած են երկրի տնտեսական բարձր աճի հեռանկարը, արտաքին ֆինանսավորման շարունակական հասանելիությունն ու խելամիտ մակրոտնտեսական քաղաքականության շրջանակը, որն էլ օգնել է պահպանել երկրի մակրոտնտեսական և ֆինանսական կայունությունը վերջին տարիներին՝ չնայած բազմաթիվ արտաքին ցնցումներին:
 
Կայուն հեռանկարն արտացոլում է մի կողմից Հայաստանի բարենպաստ տնտեսական աճի հեռանկարը և կառավարության պարտքի կայունության ու կառավարելի մակարդակում պահպանումը, իսկ մյուս կողմից՝ արտաքին վճարային հաշվեկշռի առկա ռիսկերը և աշխարհաքաղաքական ռիսկերը:
 
Գործակալությունն անդրադարձել է Հայաստանի տնտեսության մարտահրավերներին՝ կապված Լեռնային Ղարաբաղից բռնի տեղահանված անձանց և Ռուսաստանի Դաշնության միգրանտների հոսքերի, ինչպես նաև տարածաշրջանային աշխարհաքաղաքական անորոշության հետ: Նշվում է, որ աշխարհաքաղաքական լարվածության աճի բացակայության պարագայում Հայաստանի տնտեսական հեռանկարները մնում են ուժեղ՝ արտացոլելով հիմնականում դեպի տեղեկատվական տեխնոլոգիաների ոլորտ կապիտալի և աշխատուժի հոսքի հետևանքով ձևավորված ավելի բարձր արտադրողական կարողությունները:
 
Գործակալությունը, անդրադառնալով 2022-2023 թթ. 10.7% միջին տնտեսական աճին, որը երրորդն ամենաբարձր ցուցանիշն է իր կողմից վարկանիշավորվող երկրների շարքում, Հայաստանի համար 2024 թ. կանխատեսում է 6.2% տնտեսական աճ՝ տեմպի դանդաղումը պայմանավորելով արտաքին խոշոր առևտրային գործընկերների պահանջարկի նվազմամբ և ռուս միգրանտների ու կապիտալի ներհոսքի կրճատմամբ: Ակնկալվում է, որ արտաքին գործոններին կհակազդի ներքին սպառման, ենթակառուցվածքներում պետական ներդրումների և մասնավոր ներդրումների աճը՝ ուղղված, ի թիվս այլնի, ԼՂ-ից բռնի տեղահանված անձանց ինտեգրմանը:
