«Բաքվում գտնվող հայ գերիներն ու արցախցիների հայրենադարձման խնդիրները» թեմայով ասուլիսի ժամանակ «Միջազգային և համեմատական իրավունքի
հայկական կենտրոնի» նախագահ Սիրանուշ Սահակյանն անդրադարձել է Տավուշի սահմանամերձ գյուղերի բնակիչների իրավունքների և այդ իրավունքների ապահովման մարտահրավերներին։

«Առաջնային իրավունքը կարծում եմ անվտանգայինն է, որը կապված է նրանց ֆիզիկական գոյության հետ, ցանկացած ներխուժում այս անձանց դարձնելու է թիրախներ և կարող ենք ունենալ մարդկային կորուստներ»,-  նշել է բանախոսը հավելելով. «Ինչպես գիտեք ադրբեջանական զինվորները մշտապես ունենում են այնպիսի տեղակայում, երբ վերահսկողության տակ են առնում կենսական նշանակություն ունեցող օբյեկտներ՝ ջրամբարներ, էլեկտրակայաններ կամ բնականոն կյանքի համար անհրաժեշտ ենթակառուցվածքներ և ըստ էության սրանք թիրախավորելով պարտադրում են բնակչությանը լքել իրենց բնակավայրերը և այստեղ գույքային իրավունքների խնդիր կա, այս անձինք ունեն սեփական բնակավայրում ապրելու իրավունք, այս խնդիրը ունենք նաև արցախցիների մասով։ Անկախ նրանից, թե Արցախի հետ ինչ քաղաքական լուծումներ կտրվեն, հայերը վերադառնալու, այնտեղ ապրելու իրավունք ունեն և սա տեղավորելի է միջազգային իրավունքի ներքո»,- նշել է նա։

Խոսելով երաշխիքների մասին՝ Սահակյանը նշեց. «Լավը այն է, որ այս տարածքները գտնվում են ՀՀ-ի միջազգայնորեն ճանաչված  սահմանների շրջանակում, այս խախտումները կարող են որակվել միջազգային հանցագործություններ և ՀՀ-ի կողմից Հռոմի ստատուտի վավերացումը հնարավորություն կտա արձագանքել այս խախտումներին, իհարկե այստեղ կան այլ բնույթի հարցեր՝ որքանով  է հավանական, որ ՀՀ-ն իրական քայլեր կձեռնարկի: Միջազգային քրեական դատարանում բարձրացվում է անհատների քրեական պատասխանատվությունը և որպես կանոն այդ քրեական անհատները ռազմական կամ քաղաքական բարձրաստիճան պաշտոնյաներ են և եթե ՀՀ-ն ճնշումների ներքո է՝ կարծում եմ՝ վախն այնքան մեծ է, որ իշխանությունները ձեռնպահ կմնան  այնպիսի  իրավական մեխանիզմներից, որի արդյունքում Ադրբեջանի ղեկավարը կամ այլ կարևոր պաշտոնյաներ կհայտնվեն Միջազգային քրեական դատարանի առջև»,- ամփոփեց Սիրանուշ Սահակյանը:
