ԱՄՆ պետդեպը մարդու իրավունքների զեկույցում արձանագրել է, որ Հայաստանում չկան քաղբանտարկյալներ

Միացյալ Նահանգների պետքարտուղարությունը հրապարակել է 2020 թվականի Մարդու իրավունքների զեկույցը, որում լայնածավալ անդրադարձ կա նաև Հայաստանին: Զեկույցի Հայաստանի մասում մասնավորապես անդրադարձ է կատարվում քաղաքացիական ազատություններին, այդ թվում խոսքի, մամուլի, համացանցի, ակադեմիական, խաղաղ հավաքներ իրականացնելու ազատությանը, փախստականների պաշտպանությանը, քաղաքական գործընթացներում ներգրավվելու ազատությանը և մի շարք այլ իրավունքների ու ազատությունների:

Զեկույցում նշվում է, որ Հայաստանի կառավարության համար կոռուպցիայի դեմ պայքարը շարունակել է մնալ որպես առաջնահերթ ուղղություն: Եվ այս նպատակով իշխանություններն օրենսդրական կարգավորումներ են իրականացրել՝ ուղղված կոռուպցիոն ռիսկերի վերացմանը:

ԱՄՆ պետդեպը նշել է, որ ՀՀ կառավարությունն այս ընթացքում քայլեր է ձեռնարկել նախկին և ներկա պաշտոնյաների կողմից չարաշահումների հնարավոր դեպքերի բացահայտման ու մեղավորներին պատժելու ուղղությամբ:

Արձանագրվել է, որ թեպետ գործող օրենսդրությունը ենթադրում է դատական համակարգի անկախություն, սակայն համակարգը ըստ էության չի ցուցաբերում անկողմնակալություն ու անաչառություն: Նշվում է, որ հասարակության վստահությունը դատավորների նկատմամբ նվազում է, դատավորների շրջանում կոռուպցիան շարունակում է մնալ լուրջ խնդիր:

Զեկույցն արձանագրել է, որ չկան հավաստի տեղեկություններ Հայաստանում քաղբանտարկյալների առկայության մասին:

Անդրադառնալով մեդիայի ազատությանը՝ պետդեպից նշել են, որ անցնող տարվա ընթացքում օբյեկտիվ լրատվության պակաս է եղել: Մասնավորապես նշվել է, որ նախկին իշխանությունների հետ առնչություն ունեցող անձանց կամ խմբերի ձեռքում է գտնվում հեռարձակվող և տպագիր մեդիայի զգալի մասը, որոնք էլ առաջ են մղում իրենց սեփականատերերի շահերը: Զեկույցում արձանագրվել է նաև մեդիա-դիտորդների մտահոգությունն այն մասին, որ Հայաստանի Հանրային հեռուստաընկերությունը, որի ղեկավարությունը փոխվեց, շարունակում է տեղեկություն հաղորդել իշխանական դիտանկյուններից: Այդուհանդերձ, զեկույցի հեղինակները նշել են, որ Հանրային հեռուստաընկերությունը զգալի կերպով ավելի հավասարակշռված է, բաց և հասանելի ընդդիմադիր ձայների համար, քան մինչև 2018 թվականի հեղափոխությունը:

Զեկույցում նշվել է, որ սոցիալական մեդիայի օգտատերերը հնարավորություն են ունեցել ազատորեն արտահայտել իրենց տեսակետները՝ կապված կառավարության կամ նախկին իշխանությունների գործողությունների հետ: Միևնույն ժամանակ, հատուկ ընդգծվել է, որ տարվա ընթացքում դրամատիկորեն ավելացել են սոցցանցերում կեղծ էջերը և մեդիան մանիպուլացնելու դեպքերը:

Պետդեպն արձանագրել է, որ կառավարությունը հարգել է հավաքներ իրականացնելու ազատությունը:
