Հայ դատի Ամերիկայի հանձնախմբի Վաշինգտոնի կենտրոնական գրասենյակի գործադիր տնօրեն Արամ Համբարյանն անդրադարձել է Հայաստանում ԱՄՆ դեսպանի՝ վերջերս արած հայտարարություններին և կոշտ քննադատության ենթարկել ԱՄՆ վարչակազմին՝ Արցախն Ադրբեջանի կազմում տեսնելու և, ըստ այդմ, ժողովրդավարական Արցախը բռնապետական Ադրբեջանի կազմում էթնիկ զտման և ցեղասպանության վտանգի առջև կանգնեցնելու դիրքորոշման համար։

ՀՅԴ Բյուրոյի Հայ Դատի կենտրոնական գրասենյակից հայտնում են, որ նախագահ Բայդենի վարչակազմի կողմից նման դիրքորոշումը Համբարյանը համարել է անխոհեմ և որակել որպես Արցախի 120․000 հայ բնակչության մահապատիժ։ Հայ դատի հանձնախմբի նախագահը նկատել է՝  նման վախկոտ կեցվածքը հարիր չէ Ամերիկայի նման պետության, որը ձգտում է միջազգային բազմոլորտ առաջնորդության։ Ըստ նրա՝ Միացյալ Նահանգները կրում է ինչպես բարոյական, այնպես էլ միջազգային իրավական պարտավորություններ՝ կանխելու էթնիկ զտումները: Ադրբեջանի գործողությունները հենց ապացույց են այն բանի, որ Արցախի և Հայաստանի սահմանամերձ շրջանների հայերը կանգնած են ցեղասպանության վտանգի առաջ։

Համբարյանն արձանագրել է՝ Արցախը պաշտպանելու համար ԱՄՆ վարչակազմի կողմից վճռական և կանխարգելիչ գործողություններ չձեռնարկելը Միացյալ Նահանգներին մեղսակից է դարձնում Ադրբեջանի կողմից հայերի էթնիկ զտման քաղաքականությանը։ Ավելին, վարչակազմը քաջալերում է ադրբեջանական ագրեսիան՝ շարունակելով ԱՄՆ ռազմական օգնությունը Ադրբեջանին, մերժելով ԱՄՆ-ի մարդասիրական օգնությունն Արցախին և բազմիցս չկարողանալով պատասխանատվության ենթարկել Ադրբեջանին իր ռազմական հանցագործությունների և իրավունքների ոտնահարման համար:

Ժամանակն է՝ Բայդեն-Հարիսի վարչակազմը կատարի Ամերիկայի բարոյական և իրավական պարտավորությունները՝ կանխելու ադրբեջանական ցեղասպանությունն Արցախի դեմ, մասնավորապես․

  1. ԱՄՆ-ը Բաքվի առջև պետք է խիստ վերջնաժամկետ դնի՝ շրջափակումը վերացնելու և Արցախի և Հայաստանի դեմ ագրեսիայի բոլոր գործողությունները դադարեցնելու համար։
  2. Ադրբեջանի բարձրաստիճան պաշտոնյաների նկատմամբ ԱՄՆ-ն պետք է կիրառի «Գլոբալ Մագնիտսկու» և այլ պատժամիջոցներ, ամբողջությամբ կիրարկի Ազատության աջակցության ակտի 907-րդ հոդվածը և արգելափակի ամերիկյան զենքի կամ պաշտպանական ապրանքների փոխանցումն Ադրբեջանին։
  3. ԱՄՆ-ը պետք է անհապաղ կոնկրետ գործողություններ ձեռնարկի Արցախում ցեղասպանությունը կանխելու համար՝ առաջնորդելով Արցախի ինքնակառավարման կարգավիճակի ճանաչման միջազգային ջանքերը և պահանջելով ՄԱԿ-ի անվտանգության երաշխիքներ, միջազգային կայուն խաղաղապահ ներկայություն, ամերիկյան և միջազգային հումանիտար աջակցություն, Հայաստանի հետ ապահով տրանսպորտային, առևտրային և էներգետիկ կապ, բուֆերային գոտի և պարենային, ջրի և էներգետիկ անվտանգություն:
