«Ժողովուրդ» օրաթերթը գրում է. «Սեպտեմբերի 19-ին Ադրբեջանի կողմից Արցախի դեմ սանձազերծած պատերազմը դադարեցնելու նպատակով Արցախի իշխանությունները ստիպված եղան ընդունել Ադրբեջանի նախապայմանները՝ Արցախի պատմական տարածքի հանձնում, զինաթափում, ինչն էլ հանգեցրեց հայկական երկրորդ պետության հայաթափմանը: Սեպտեմբերի 28-ին Արցախի նախագահ Սամվել Շահրամանյանը հրամանագիր էր ստորագրել, ըստ որի` Արցախի Հանրապետությունը 2024 թվականի հունվարի 1-ից կդադարի գոյություն ունենալ։ Նախ՝ արձանագրենք, որ որեւէ պաշտոնյայի ստորագրած հրամանագիր չի կարող լուծարել Արցախը, քանի որ այն ժողովրդի հանրաքվեով ստեղծված ինքնիշխան պետություն է՝ իր պետական կառույցներով ու ատրիբուտներով: Սամվել Շահրամանյանն ինքն էլ հայտարարել է, որ որեւէ փաստաթուղթ չի կարող լուծարել ժողովրդի ստեղծած պետությունը՝ այսպիսով նաեւ ուղերձ հղելով, որ իր ստորագրած հրամանագիրն իրավական ուժ չունի: Այս դեպքում, թերեւս, տարօրինակ է՝ ինչու Շահրամանյանն ինքը պաշտոնապես չի հայտարարում, որ չեղարկում է իր ստորագրած հրամանագիրը:

Ավելին՝ ինչպես «Ժողովուրդ» օրաթերթի աղբյուրներն են փոխանցում, արդեն իսկ կա այդ՝ իրավական ուժ չունեցող փաստաթղթի չեղարկման հրամանագիր, բայց, չգիտես՝ ինչու, Արցախի կառավարությունը խուսափում է այն հրապարակել: Կարեւոր է նաեւ, որ այդ չեղարկման հրամանագիրը մինչեւ տարեվերջ հրապարակվի, որպեսզի այդ ուղերձը պաշտոնապես տրվի միջազգային հանրությանը: Այսպիսով, Արցախի լուծարման փաստաթղթի՝ ուժի մեջ մտնելուն քիչ ժամանակ է մնացել, իսկ թե ինչպես կվարվի Արցախի կառավարությունը, ժամանակը ցույց կտա»:
