Պետական եկամուտների կոմիտեի ներքին անվտանգության վարչության աշխատակիցները, Արևելյան մաքսատուն-վարչության Բագրատաշենի մաքսային կետ-բաժնում հսկողական աշխատանքների իրականացման շրջանակում, ուսումնասիրել են մի շարք ընկերությունների կողմից ԵԱՏՄ անդամ երկրներից ապրանքների  ներկրման գործընթացը Հայաստանի Հանրապետություն։ Այդ մասին հայտնում են ՊԵԿ-ից:

Մասնավորապես՝ Ռուսաստանի Դաշնությունից ներմուծված, «Մաքսային տարանցում» մաքսային ընթացակարգով ձևակերպված ԵԱՏՄ ապրանքի կարգավիճակ ունեցող ապրանքների և այլ փաստաթղթերի, կամ տեղեկությունների համապատասխանության ստուգման նպատակով, զննման են ենթարկվել ընկերության կողմից երկու դեպքով տարբեր «տարանցման հայտարարագրերով», բեռնատարներով ներմուծված ապրանքները։ 

Պարզվել է, որ 2 բեռնատարներում էլ առկա են չհայտարարագրված բազմաթիվ ապրանքներ՝ մետաղալարեր, շարժիչի յուղեր, ավտոպահեստամասեր, համակարգչի համար նախատեսված հիշողության սարքեր, տեսագրող սարքեր, հեռուստացույցի ընդունիչներ, որոնք ներառված չեն եղել ուղեկցվող փաստաթղթերում։ Պարզվել է նաև, որ հաշիվ ապրանքագրերում նշված մի շարք ապրանքների արժեքները հայտարարագրվել են շուկայական արժեքից մի քանի անգամ ցածր գնով։ 

ՌԴ-ից ապրանքներ ներկրող մեկ այլ ընկերության կողմից «Մաքսային տարանցում» մաքսային ընթացակարգով ներկրված ապրանքների զննման և փաստաթղթերի ստուգման արդյունքում բացահայտվել է, որ բեռնատարում առկա են չհայտարարագրված ապրանքներ՝ նոր հագուստ, հեռախոսի աքսեսուարներ, էլեկտրական ծխախոտների սարքավորումներ և այլն։ Հաշիվ ապրանքագրերում էլ նշված մի շարք ապրանքների արժեքները հայտարարագրված են եղել  շուկայական արժեքից մի քանի անգամ ցածր գնով։ 

Մեկ այլ դեպքով, ՌԴ-ից ՀՀ ներմուծված տարանցման հայտարարագրով բեռնատար ավտոմեքենայի բեռնախցիկի  ապրանքների զննության ժամանակ պարզվել է, որ  առկա են ընկերության կողմից  չհայտարարագրված ապրանքներ՝ ջեռուցման կաթսա, ավտոպահեստամասեր, տեսախցիկներ, խողովակներ էլեկտրական ծխախոտների տաքացնող սարքավորումներ։

Բոլոր չորս դեպքերով կազմվել են մաքսային կանոնների խախտման վերաբերյալ արձանագրություններ։ Կատարված ստուգողական միջոցառումներն, ի դեպ, իրականացվել են Ներքին Անվտանգության,  Հետաքննության և օպերատիվ հետախուզության վարչությունների և Արևելյան մաքսատուն-վարչության աշխատակիցների  համատեղ մասնակցությամբ։  Չհայտարարագրված ապրանքների ընդհանուր քաշը կազմել է 3402 կգ, իսկ ոչ իրենց անվամբ հայտարարագրված ապրանքներինը` 1806 կգ: Կատարվել է ընկերությունների կողմից ներմուծված ապրանքների արժեքների ճշգրտում, որի արդյունքում պետական բյուջե վճարման ենթակա հարկերը մի քանի անգամ ավելացել են։

ՀՀ ՊԵԿ ներքին անվտանգության վարչությունը հորդորում է տնտեսվարողներին զերծ մնալ առանց հայտարարագրման կամ ոչ իրենց անվանմամբ հայտարարագրված ապրանքների տեղափոխումից ՀՀ պետական սահմանով:
