Վարժանքներից «խուսափողների» դեմ քրգործերի ալիք կսկսվի. «Հրապարակ»

«Հրապարակ» թերթը գրում է.

Պաշտպանության նախարարությունը շրջանառության մեջ է դրել օրենքի նախագիծ, որի ընդունման պարագայում քաղաքացիների դեմ ավելի հեշտությամբ կկարողանան քրեական գործեր հարուցել։ Խոսքը վերաբերում է վարժական հավաքներին եւ դրանց ներկայանալու վերաբերյալ ծանուցագրերին։ Գործող օրենսդրությամբ՝ անձը չի համարվում պատշաճ ծանուցված, քանի դեռ անձամբ նրան չեն հանձնել ծանուցագիրը։ Զինկոմիսարիատները միշտ չէ, որ կարողանում էին այս առաջադրանքը կատարել, քանի որ վարժական հավաքների զորակոչի ցուցակներում հայտնված մարդիկ բնակության հասցեներ էին փոխած եղել, երկրում չէին եղել եւ այլն, ուստի վարժական հավաքների մասնակիցների թվաքանակը ապահովել չէր ստացվում։

Սպասվող փոփոխություններով առաջարկում են հրապարակային ծանուցման տարբերակ սահմանել, որից հետո ծանուցագիրը կտեղադրեն «azdarar.am»-ում, եւ տեղադրման պահից 5 օր անց անձն արդեն համարվելու է պատշաճ ծանուցված, իսկ եթե նա զինկոմիսարիատ չներկայանա, ապա կենթարկվի քրեական պատասխանատվության՝ վարժական հավաքներից խուսափելու համար։ Այսինքն՝ քաղաքացու վրա դրվում է պարտավորություն՝ օրը գոնե մեկ անգամ «azdarar.am» կայքում փնտրել իր անուն-ազգանունը, որպեսզի տեսնի՝ իրեն կանչո՞ւմ են վարժական հավաքների, թե՞ ոչ, ուստիեւ հանկարծ բանտում չհայտնվի։
