ՀՅԴ Հայ դատի Կանադայի հանձնախմբի մոտ հիմնավոր մտահոգություն է առկա առ այն, որ Կանադան կարող է չեղարկել Թուրքիայի նկատմամբ սահմանված՝ ռազմական արտադրանքի վաճառքի էմբարգոն։ Այս քայլը կարող է ձեռնարկվել Շվեդիայի՝ ՆԱՏՕ-ին անդամակցելու գործարքի շրջանակում։

ՀՅԴ Բյուրոյի Հայ դատի կենտրոնական գրասենյակից հայտնում են, որ Թուրքիայի նկատմամբ կիրառվող զենքի էմբարգոյի վերացումը հատկապես վտանգավոր է կանադաթուրքական ռազմական առևտրի վերջին սկանդալային բացահայտումներից հետո, երբ 2019թ․ պաշտոնական Օտտավան թույլատրել էր անօդաչուներում կիրառվող L3Harris/WESCAM տեխնոլոգիաների վաճառքը Անկարային, ինչը հանդիսանում էր «Բայրակթար» անօդաչուների մրցունակությունն ապահովող առանցքային դետալներից մեկը։ Հետագա հետաքննությունն ապացուցել էր այդ տեխնոլոգիաների փոխանցումը Ադրբեջանին, ինչն արգելված էր։

Բացահայտվել էին թուրքական այլ զեղծարարություններ ևս։ Մասնավորապես, կանադական տեխնոլոգիան, համապատասխան թուրքական դիմումի, ենթակա էր կիրառման ոչ թե հարձակողական, այլ հետախուզական անօդաչուների համար։ Պետական այս հետաքննությունից հետո, կանադական կողմը, Հայ դատի Կանադայի հանձնախմբի աշխատանքների արդյունքում, Թուրքիայի նկատմամբ կիրառեց ռազմական արտադրանքի վաճառքի էմբարգո։

ՀՅԴ Հայ դատի Կանադայի հանձնախմբի դիրքորոշմամբ՝ Կանադան չպետք է մեղսակից լինի թուրք-ադրբեջանական ռազմական հանցագործություններին` նպաստելով նրանց ռազմական զինանոցների ընդլայնմանը: Խարդախ մտադրություններ ունեցող պետություններին զենքի վաճառքը խախտում է Կանադայի զենքի արտահանման կանոնները՝ զգալի վտանգ ներկայացնելով տարածաշրջանային կայունությանը: Տարածաշրջանային խաղաղության և անվտանգության պահպանման և մարդու իրավունքների պաշտպանության վերաբերյալ Կանադայի հայտարարած առաջնահերթություններին համահունչ՝ Օտտավան պետք է չչեղարկի զենքի վաճառքի էմբարգոն։

Հաշվի առնելով թուրքական նախկին զեղծարարություններն ու զենքի ձեռքբերման կանոնների խախտումները, ինչպես նաև Թուրքիայի կողմից ՀՀ տարածքային ամբողջականության ու ինքնիշխանության հանդեպ սպառնալիքները՝ Հայ դատի հանձնախումբը Կանադայի կառավարությանը կոչ է անում ցուցաբերել առավելագույն զգուշություն և առաջնահերթություն տալ տարածաշրջանային կայունությանը, խաղաղությանը և մարդու իրավունքներին:
