Հայաստանը չի քննարկում ՆԱՏՕ-ին անդամակցելու հարցը, բայց երկրում քննարկումներ կան, թե արդյոք ՀԱՊԿ-ին անդամակցելը բխում է հանրապետության շահերից, բրիտանական The Telegrap-ին տված հարցազրույցի ժամանակ ասել է ՀՀ վարչապետ Նիկոլ Փաշինյանը: «Ես Ձեզ մի բան ասեմ նաև, որ մենք նախ այսօր առնվազն դե յուրե Հավաքական անվտանգության պայմանագրի անդամ ենք, և ես վստահ չեմ, որ մեծ հաշվով կամ ավելի ճիշտ Հայաստանում այդ թեմայով կան քննարկումներ, թե բլոկային ռազմավարությունն ինչքանով է համապատասխանում Հայաստանի շահերին՝ ընդհանարապես երկարաժամկետ կտրվածքով», – նշել է նա։

Դեռևս ամիսներ առաջ տված հարցազրույցներից մեկում ՀՀ ԱԽ Արմեն Գրիգորյանը հայտարարել էր, որ Հայաստանը քննարկում է ոչ բլոկային պետության կարգավիճակ ընտրելու հնարավորությունը: Ըստ նրա, Հայաստանում, կարծես թե, կա եվրաինտեգրման գաղափար, բայց նաև կա ոչ բլոկային պետություն դառնալու գաղափար. սպեկտրը շատ մեծ է: Փաստացի, Նիկոլ Փաշինյանի հարցազրույցի այս կետը հաստատում է ամիսներ առաջ Արմեն Գրիգորյանի առաջ քաշած թեզը՝ ՀՀ իշխանությունները լրջորեն քննարկում են ոչ բլոկային ռազմավարության ընտրությունը: Ավելին՝ կան կարծիքներ, որ իշխանությունները գնում են սահմանադրական փոփոխությունների՝ այդ թվում ոչ բլոկային կարգավիճակը մայր օրենքում ամրագրելու նպատակով:

Սա նշանակում է ոչ այլ բան, քան Մոսկվայի հետ հարաբերությունները խզելու առավել մեղմ տարբերակ, այն պարզ պատճառով, որ իրեն ոչ բլոկային պետություն հայտարարելուց հետո Հայաստանը փաստացի դուրս է գալու ՀԱՊԿ-ից և երկրից դուրս է բերելու ռուսական ռազմակայանը: Սակայն, սա չի նշանակում, որ դեպի Արևմուտք դրեյֆը կանգ է առնելու: Որոշ ժամանակ անց Փաշինյանը կարող է ՆԱՏՕ անդամակցության հայտ ներկայացնել: Ըստ էության, սա դժվար թե Փաշինյանի հոժարակամ ընտրությունը լինի, թերևս ՀՀ իշխանություններին Արևմուտքից են հորդորել ընթանալ այդ ճանապարհով՝ հաշվի առնելով, թե որքան անհեռանկարային գործընթացի կարող է վերածվել ՀՀ հնարավոր եվրաինտեգրացիոն վեկտորը։ Այդ հեռանկարի վերաբերյալ ԵՄ-ում ևս միասնական դիրքորոշում չկա, կան երկրներ, որոնք կողմ են և Հայաստանի համար նման ապագա են տեսնում, կան երկրներ, որոնք դրա համար նախապայման են համարում ՀՀ-Ադրբեջան, այսպես կոչված, «Խաղաղության համաձայնագրի» ստորագրումը, ինչպես Գերմանիան, որի ԱԳ նախարարն այդ մասին դիվանագիտական բառապաշարով ուղիղ հայտարարեց, կան նաև ԵՄ երկրներ, որոնք, մեղմ ասած, ոգևորված չեն ՀՀ արտաքին քաղաքական հնարավոր նոր եվրոպական վեկտորից։  Հայաստանին ԵՄ-ն ռեալ և հուսալի այլընտրանք չի առաջարկում, ինչի մասին մի քանի տարի է՝ խոսվում է: Ակնհայտ է, որ Արևմուտքի համար կարևոր է, որ ՀՀ-ն հեռանա ՌԴ-ից, բայց Արևմուտքը՝ ԵՄ-ն, ՆԱՏՕ-ն, ընդլայնման պատրաստ չեն։

Ըստ էության, սա նշանակում է դուրս գալ ՀԱՊԿ-ից, որն այս պահի դրությամբ ՀՀ անվտանգության միակ ռեալ երաշխավորն է և չմտնել ՆԱՏՕ: Սա էլ իր հերթին նշանակում է մեն-մենակ մնալ թուրք-ադրբեջանական օրեցօր ամրապնդվող տանդեմի դեմ, որի հետ Արևմուտքը հարաբերությունները փչացնելու որևէ ցանկություն չունի: Ոչ բլոկային պետության կարգավիճակը  ինքնին չի լուծում անվտանգության խնդիրները։ Այս առումով ցուցիչ է Ադրբեջանի օրինակը, որը, ինչպես հայտնի է, Չմիավորման շարժման անդամ է, բայց Բաքուն անվտանգության և արտաքին քաղաքականության հարցերը լուծում է Ռուսաստանի և Արևմուտքի միջև մանևրելով՝ հենվելով սեփական ռազմական հնարավորությունների և Թուրքիայի հետ դաշնակցային հարաբերությունների վրա: Եթե ​​նույնիսկ Հայաստանն ու Ադրբեջանը խաղաղության պայմանագիր կնքեն, իսկ Թուրքիայի հետ սահմանն ապաշրջափակվի, Անկարան և Բաքուն, այնուամենայնիվ, կփորձեն ուղիղ ցամաքային հաղորդակցություն հաստատել Հայաստանի տարածքով։ Այսինքն՝ Ադրբեջանի եւ Թուրքիայի կողմից ճնշումը շարունակվելու է։ Այս պայմաններում չեզոք կարգավիճակը սահմանափակելու է Բաքվի և Անկարայի ճնշման հետ կապված ռիսկերը նվազագույնի հասցնելու Հայաստանի հնարավորությունները:
