Ադրբեջանում ԱՄՆ-ի դեսպան Մարկ Լիբբին տեղական լրատվամիջոցների ներկայացուցիչների հետ զրույցում փոքրացրել է թիվ 907 բանաձևի նշանակությունը Բաքվի համար։ «Թիվ 907 ուղղումը 30 տարի առաջ ընդունված օրենքի մաս է։ Ես չեմ կարող այդ օրենքում փոփոխություն կատարել։ Կարող եմ ասել, որ յուրաքանչյուր տարի մենք մտածում ենք, թե արդյոք պետք է հրաժարվել այդ ուղղումից անվտանգության ոլորտում որևէ օգնություն ցուցաբերելու համար, այդ հարցը դեռ քննարկվում է: Նշեմ նաև, որ այդ փոփոխությունը շրջանցելը միակ բանը չէ, որ մենք կարող ենք անել Ադրբեջանի հետ համագործակցելու համար։ Ես դեռ չեմ կարող լիովին հասկանալ, թե ինչու է այն դարձել անհավատալի կարևոր: Մեր հարաբերությունների լայն շրջանակի և Ադրբեջանի հետ մեր փոխգործակցության տեսանկյունից բոլոր ոլորտներում՝ մշակութային, տնտեսական, նույնիսկ որոշ չափով անվտանգության ոլորտում համագործակցության տեսանկյունից, դա չնչին գործոն է։ Այն սահմանափակում է ռազմական օգնության որոշ տեսակներ։ Չգիտեմ՝ Ադրբեջանին ԱՄՆ ռազմական օգնության կարիքն ունի՞։ Ես կասկածում եմ, ամենայն հավանականությամբ, ոչ: Իսկ այս տարի այս հարցով որոշում չի կայացվել։ Բայց կան այլ ոլորտներ, որտեղ մենք կարող ենք համագործակցել Ադրբեջանի հետ»- ասել է Լիբբին:

ԱՄՆ-ը դեսպանը մամուլի հետ շփվել է Իլհամ Ալիեւի կողմից նախագահի պաշտոնն ստանձնելու հաջորդ օրը եւ հիշեցրել է երկկողմ հարաբերությունների պատմությունը: Այդուհանդերձ, նա այս փուլում կարեւորել է էներգետիկայի եւ շրջակա միջավայրի պահպանության հարցերում համագործակցության առաջնահերթությունը:

Բաքվում ԱՄՆ դեսպանի այս հայտարարությունն ուշագրավ է այնքանով, որքանով որ ՀՀ իշխանությունները փորձում են Վաշինգտոնին ներկայացնել իբրև ՀՀ անվտանգության նոր գարանտ և դաշնակից: Ինչպես տեսնում ենք՝ դաշնակիցները հանուն սեփական էներգետիկ և քաղաքական շահերի կարող են աչք փակել նաև Բաքվի վարչակարգի վայրագությունների և ՀՀ տարածքի մի մասի օկուպացիայի վրա ու շարունակել համագործակցությունը Իլհամ Ալիևի հետ: Լիբբիի այս հայտարարությանը նախորդել էր Եվրոպայի և Եվրասիայի հարցերով ԱՄՆ պետքարտուղարի տեղակալ Ջեյմս Օ՛Բրայենի այցը Բաքու, ինչը փորձագետների կողմից դիտարկվել էր իբրև Բաքվի հետ հարաբերություններում առկա լարվածությունը թոթափելու փորձ Վաշինգտոնի կողմից: Ըստ էության, ԱՄՆ-ն մեկ անգամ ևս՝ այս անգամ Բաքվում իր դեսպանի շուրթերով արձանագրում է, թե որ երկիրն է Հարավային Կովկասում հանդիսանում ԱՄՆ ռազմավարական գործընկերը և այդ երկիրը բնավ էլ Հայաստանը չէ:
