ՊԵԿ նախկին նախագահ Դավիթ Անանյանը գրում է․ «Հետխորհրդային տարածաշրջանում պետությունների միջև հարաբերությունները հաճախ կարող են բարդանալ (գործնականում՝ բարդանում են) պատմական և աշխարհաքաղաքական իրողությունների ոչ ճիշտ ընկալման պատճառով։

Ռուսաստանի և Հայաստանի հարաբերությունների պարագայում ակնհայտորեն առկա է վերջինիս որոշակի թերագնահատում՝ Ռուսաստանի կողմից։ Սրա մասին, օրինակ, կարելի է անուղղակիորեն դատողություններ անել՝ ելնելով երկու երկների միջև դիվանագիտական ​​փոխգործակցության վերլուծությունից, մասնավորապես՝ Հայաստանում ՌԴ դեսպանի և դեսպանատան գործունեության (ավելի ճիշտ՝ անգործության) տեսանկյունից։
