Ֆրանսիայի Հանրապետություն կատարած այցի շրջանակներում՝ մարտի 21-ին Ստրասբուրգում Ներքին գործերի նախարարի տեղակալ Արփինե Սարգսյանը և Արդարադատության նախարարի տեղակալ Կարեն Կարապետյանը համատեղ հանդիպում են ունեցել Եվրոպայի խորհրդի գլխավոր քատուղարի տեղակալ Բյորն Բերգեի հետ։ 

Հանդիպմանը մասնակցել է նաև Եվրոպայի խորհրդում ՀՀ մշտական ներկայացուցիչ, դեսպան Արման Խաչատրյանը։ 

Հանդիպման ընթացքում քննարկվել են Ներքին գործերի նախարարության ստեղծմանը, Ոստիկանությունում, Փրկարար ծառայությունում, Միգրացիայի և քաղաքացիության ծառայությունում իրականացվող ռազմավարական փոփոխություններին, վիզաների ազատականացմանը, Եվրոպական Միությանը Հայաստանի հնարավոր անդամակցությանը, հակակոռուպցիոն, դատաիրավական և մարդու իրավունքների պաշտպանության ոլորտում իրականացվող ռազմավարական օրակարգերին առնչվող հարցեր։ 

Ներքին գործերի փոխնախարար Սարգսյանը բարձր է գնահատել Եվրոպայի խորհրդի՝ որպես ժողովրդավարական կառուցակարգերի զարգացման հայաստանյան օրակարգին աջակցող հուսալի գործընկերոջ հետ առկա գերազանց համագործակցությունը։ Սարգսյանը փաստել է, որ ներքին գործերի բնագավառում իրականացվող լայնածավալ բարեփոխումների հարցում Եվրոպայի խորհուրդն ունի իր նշանակալի ներդրումը՝ բերելով համատեղ ուժերով մարդու իրավունքների, օրենքի գերակայության ոլորտում նոր նշաձողեր նվաճելուն։ 

ԵԽ գլխավոր քարտուղարի տեղակալ Բյորն Բերգեն բարձր է գնահատել Հայաստանի Կառավարության և Ներքին գործերի նախարարության վճռականությունը՝ ոլորտային հավակնոտ բարեփոխումների իրականացման հարցում։ 

Բերգեն հայտնել է Եվրոպայի խորհրդի լիակատար աջակցությունը Հայաստանի Կառավարության բարեփոխումների օրակարգի իրականացմանը։ 

Հանդիպման ընթացքում կողմերն անդրադարձ են կատարել նաև ԵԽ հետ իրականացվող ծրագրերի ընթացքին և գրանցած հաջողություններին, ՄԻԵԴ վճիռների կատարման շրջանակներում համատեղ ձեռնարկված քայլերին, այդ թվում՝ «Ոստիկանական Գվարդիայի մասին» նոր օրենքի մշակմանը, որոնք հավաքների ազատության իրավունքի իրացման հարցում նոր ստանդարտներ կերաշխավորեն, ընտանեկան բռնության կանխարգելման աշխատանքներին, վատ վերաբերմունքի հնարավոր դրսևորումների պատշաճ փաստաթղթավորմանը։ Կարևորվել է հանցավորության կանխարգելման ռազմավարական մոտեցումների ամրագրումը։ 

Կողմերը զրուցել են նաև ԳՐԵԿՈ-ի 5-րդ գնահատման զեկույցի մշակման և հաստատման ընթացքի մասին, որտեղ գնահատվում է նաև Ոստիկանությունը, ինչպես նաև Խոշտանգումների կանխարգելման կոմիտեի՝ Հայաստան կատարած պարբերական այցի արդյունքում մշակված զեկույցում առկա դրական արձանագրումների և դեռևս լուծման ենթակա քայլերի մասին։ 

Հանդիպման ավարտին կողմերը պայմանավորվել են շարունակել արդյունավետ գործընկերությունն ու ընդլայնել համագործակցության ուղղությունները։
