«Ժողովուրդ» օրաթերթը գրում է․ ««Ժողովուրդ» օրաթերթը տեղեկացավ, որ ԱԳՆ արարողակարգի ղեկավար Գագիկ Վանոյանը, որը թիկնապահից դարձել է պետական արարողակարգի ղեկավար՝ չունենալով դիվանագիտական կրթություն, փորձում է 44 պետությունները ներկայացնող պատվավոր հյուպատոսների հետ անտեղի սրել հարաբերությունները: Նա նամակներ է ուղարկում ոստիկանություն, որպեսզի ստուգման ենթարկվեն պատվավոր հյուպատոսների կողմից շահագործվող՝ կարմիր համարանիշներով մեքենաները:

Հյուպատոսական հիմնարկների կողմից օգտագործվող մեքենաների 2 համարանիշներից մեկը նա ջանում է անվավեր ճանաչել՝ ըստ էության խանգարելով հյուպատոսական հիմնարկների բնականոն աշխատանքը, անտեսելով Վիեննայի կոնվենցիան հյուպատոսական կապերի մասին եւ ֆակուլտատիվ արձանագրությունները:

 

Նկատենք, որ պաշտոնային ոչ հարիր այդ պահվածը ազդելու է Հայաստանի Հանրապետության կողմից արտերկրում նշանակված 51 պատվավոր հյուպատոսների գործունեության վրա:

«Ժողովուրդ» օրաթերթը տեղեկացավ, որ Գագիկ Վանոյանը Հայաստանի մարմնամարզության ֆեդերացիայի նախագահն է։

Ֆիզկուլտուրնիկ, թիկնապահ եւ դիվանագետ, որը պետք է դիվանագիտական հարաբերություններ պահպանի Հայաստանի Հանրապետությունում հավատարմագրված դիվանագիտական ներկայացուցչությունների հետ։ Նա տարբեր գերատեսչություններից ներկայացուցիչներ է հրավիրում ԱԳՆ, ժողովներ կազմակերպում, փորձում իր կողմից կատարված անտրամաբանական քայլերը արդարացնել եւ Արդարադատության նախարարության միջոցով օրինագիծ մշակել:

Նախագծով առաջարկվում է սահմանել նաեւ պատվավոր հյուպատոսներին պատկանող տրանսպորտային միջոցների հաշվառման եւ հաշվառումից հանելու կարգին առնչվող դրույթներ, սահմանել վերջիններիս հատկացվող հաշվառման համարանիշերի տեսակները՝ հստակ կանոնակարգելով, որ վերջիններիս տրանսպորտային միջոցներին հատկացվելու են լատիներեն «H» տառը պարունակող կարմիր հիմնագույնի համարանիշեր, ընդ որում՝ յուրաքանչյուր պատվավոր հյուպատոսի մասով հատկացվելու է մեկական կարմիր հիմնագույնի համարանիշ, եւ այնպես անել, որ վատթարանա հյուպատոսական հիմնարկների աշխատանքը:

Վերջում հիշեցնենք Վիեննայի կոնվենցիան՝ հյուպատոսական կապերի մասին, եւ ֆակուլտատիվ արձանագրությունները.

  1. ՎԻԵՆՆԱՅԻ ԿՈՆՎԵՆՑԻԱՆ՝ ՀՅՈՒՊԱՏՈՍԱԿԱՆ ԿԱՊԵՐԻ ՄԱՍԻՆ.
    Կատարված է Վիեննայում 1963 թվականի ապրիլի 24-ին (Հոդված 72) ԽՏՐԱԿԱՆՈՒԹՅՈՒՆ ԹՈՒՅԼ ՉՏԱԼԸ
  2. Սույն Կոնվենցիայի դրույթները կիրառելիս նստավայր պետությունը չպետք է խտրականություն ցուցաբերի տարբեր պետությունների նկատմամբ (մի պետության ներկայացուցիչներին տրամադրում են 100-ից ավելի համարանիշներ, իսկ 44 պետություն ներկայացնող պատվավոր հյուպատոսներին՝ ընդամենը 2-ական համարանիշ, հիմա էլ ուզում են դարձնել 1 համարանիշ՝ խանգարելով հյուպատոսական հիմնարկների բնականոն աշխատանքը)։

Նշենք նաեւ, որ 2018թ. այս բազմաթիվ պատվավոր հյուպատոսները միացան հեղափոխությանը, բայց խաբվեցին նաեւ նրանք»:
