Մարդու իրավունքների պաշտպան Անահիտ Մանասյանն ու աշխատակազմի ներկայացուցիչներն ապրիլի 11-ին և 12-ին Տավուշի մարզում հանդիպումներ են ունեցել Մովսես, Ներքին Կարմիրաղբյուր, Բերքաբեր, Ոսկեպար, Ոսկեվան, Կիրանց բնակավայրերի բնակիչների և վարչական ղեկավարների հետ։

Վերջիններս Պաշտպանին մտահոգություններ են հայտնել առ այն, որ ադրբեջանական զինվորականների ներկայությունը ՀՀ գյուղերի անմիջական հարևանությամբ կվտանգի իրենց կյանքն ու անվտանգությունը, ֆիզիկական և հոգեկան անձեռնմխելիությունը, կրթության իրավունքը, կզրկվեն իրենց ընտանիքների եկամտի աղբյուր անասնապահությամբ զբաղվելու, արոտավայրերն օգտագործելու հնարավորությունից։ Բացի այդ, սահմանային բնակիչները ներկայացրել են մի շարք խնդիրներ` կապված իրենց սեփականության, կրթության և այլ հիմնական իրավունքներին առնչվող վտանգների հետ։

Պաշտպանը հատուկ ընդգծում է, որ բոլոր գործընթացներում պետության անվտանգության երաշխավորման հետ մեկտեղ պետք է առաջնային լինեն մարդու իրավունքների նկատմամբ հարգանքի երաշխավորմումն ու մարդու իրավունքների գերակայության հիմնարար սկբունքը։

Պաշտպան Անահիտ Մանասյանն ապրիլի 12-ին Իջևանում հանդիպում է ունեցել նաև Տավուշի մարզպետ Հայկ Ղալումյանի հետ, քննարկվել են սահմանային բնակիչների իրավունքների պաշտպանությանը վերաբերելի մի շարք հարցեր: Տավուշի մարզ այցի շրջանակներում Պաշտպանն այցելել է զորամաս, քննարկել զինծառայողների իրավունքների պաշտպանությանն առնչվող առանձին հարցեր:

Միևնույն ժամանակ, սահմանամերձ բնակավայրերի ուղղությամբ կրակոցների առնչությամբ Պաշտպանի աշխատակազմը Մովսես և Ներքին Կարմիրաղբյուր բնակավայրերում հավաքագրել է խախտումները հաստատող փաստեր և ապացույցներ (նկարները կցվում են): Առանձնազրույցներ են տեղի ունեցել սահմանային բնակիչների, այդ թվում՝ ադրբեջանական կրակոցների հետևանքով վնասված քաղաքացիական ենթակառուցվածքների սեփականատերերի հետ։

Պաշտպանը ևս մեկ անգամ ընդգծում է, որ ՀՀ գյուղերի անմիջական հարևանությամբ ադրբեջանական զինված ուժերի կրակոցները կրում են նաև խաղաղ բնակչությանն ահաբեկելու, մշտապես սթրեսային և տագնապային վիճակում պահելու նպատակ։ Այդ գործողությունները կոպտորեն ոտնահարում են միջազգային իրավունքի սկզբունքները, իրական վտանգ են ներկայացնում քաղաքացիական բնաչության կյանքի իրավունքի և անվտանգության, արժանապատիվ պայմաններում ապրելու, ինչպես նաև մյուս հիմնարար իրավունքների ապահովման տեսանկյունից:

Այցի շրջանակներում Տավուշի մարզի սահմանային բնակիչների կողմից բարձրացված խնդիրներն ու Պաշտպանին ներկայացված մտահոգությունները, ինչպես նաև իրականացված փաստահավաք աշխատանքների ընթացքում հավաքագրված փաստերն ամփոփվելու են Մարդու իրավունքների պաշտպանի աշխատակազմում։ Դրանք կներկայացվեն ՀՀ պետական իրավասու մարմիններին, ինչպես նաև միջազգային կազմակերպություններին և այլ դերակատարներին:

Մարդու իրավունքների պաշտպանի աշխատակազմը, այդ թվում` Տավուշի մարզային ստորաբաժանումը, շարունակում է մշտադիտարկումն ու աշխատանքները սահմանամերձ բնակավայրում:
