«Ժողովուրդ». Կարգելվի ինքնակամ կառույցների օրինականացումը

«Ժողովուրդ» թերթը գրում է․ «ՀՀ արդարադատության նախարարությունը նոր նախագիծ է մշակել, որով առաջարկում է փոփոխություններ կատարել մի շարք օրենքներում: «Ժողովուրդ» օրաթերթը տեղեկացավ, որ նախարարության մշակած նախագծի հիմնական նպատակն է բացառել օրենքն ուժի մեջ մտնելուց հետո կառուցված, կառուցվող կամ կիսակառույց ինքնակամ կառույցների հետագա օրինականացման հնարավորությունը:

Ավելին, առաջիկայում կապահովվի արդեն իսկ կառուցված ինքնակամ կառույցների օրինականացման գործընթացը: Բայց նկատենք, որ նախատեսվում են այնպիսի կարգավորումներ, որոնց ուժով օրինականացման ենթակա չեն լինի այն ինքնակամ կառույցները, որոնք կառուցվել են այս նոր մշակված օրենքի նախագիծն ուժի մեջ մտնելուց հետո: Այսինքն՝ կսահմանվի երկու ռեժիմ՝ մինչեւ այս օրենքն ուժի մեջ մտնելը կառուցված ինքնակամ կառույցների եւ օրենքն ուժի մեջ մտնելուց հետո կառուցված ինքնակամ կառույցների համար:

Ըստ այդմ, մինչեւ օրենքն ուժի մեջ մտնելը կառուցված ինքնակամ կառույցների նկատմամբ շարունակում են կիրառվել գործող օրենքով սահմանված կարգավորումները, եւ վերջիններս ենթակա են օրինականացման այդ իսկ կարգավորումների շրջանակներում:

Օրենքն ուժի մեջ մտնելուց հետո արգելվում է ինքնակամ կառույցների օրինականացումը, եւ դրանք բացառապես ենթակա են քանդման: Եւս մեկ կարեւոր փոփոխություն. կբարձրացվեն նաեւ ինքնակամ կառույցների դրույքաչափերը, որն էլ կնպաստի ինքնակամ կառույցների օրինականացման գործընթացի արագացմանը:

Արդյունքում, Հարկային օրենսգրքով ավելացվել են ինքնակամ շինությունների հարկի դրույքաչափերը, որոնք ուժի մեջ կմտնեն հաջորդ տարվա հունվարի 1-ին»:
