Երկրորդ ընթերցմամբ Հայաստանի խորհրդարանի քննարկմանն է ներկայացվել «Շահումով խաղերի, ինտերնետ շահումով խաղերի եւ խաղատների մասին» օրենքում լրացում կատարելու մասին նախագիծը, որով առաջարկվում է սահմանել, որ շահումով խաղերի մասնակցող յուրաքանչյուր անձ կարող է իր խաղային հաշիվը լիցքավորել միայն իրեն պատկանող բանկային կամ քարտային հաշվից, այս մասին ասաց ԱԺ ֆինանսավարկային եւ բյուջետային հարցերի մշտական հանձնաժողովի նախագահ Գևորգ Պապոյանը, ներկայացնելով օրենքի նախագիծը։

«Առաջինից երկրորդ ընթերցման ընթացքում հանձնաժողովում տեղի է ունեցել հեղինակների և հանձնաժողովների անդամների մասնակցությամբ աշխատանքային քննարկում, որին մասնակցել են մի շարք գերատեսչությունների, մասնավորապես ֆինանսների, էկոնոմիկայի, պաշտպանության նախարարությունների ներկայացուցիչների, կենտրոնական բանկի ներկայացուցիչների, մասնավոր սեկտորի և ոլորտում ներգրավված բոլոր ընկերությունների ղեկավար կազմի ներկայացուցիչների մասնակցությամբ։ Քննարկումների արդյունքում որոշակի պայմանավորվածություններ ենք ձեռք բերել, և իմ կողմից առաջարկներ են եղել»,- ասաց Պապոյանը։

Պապոյանը ներկայացրեց իր կողմից ներկայացված երեք առաջարկները։

«Առաջին հերթին առաջարկել ենք հետաձգել օրենքի ուժի մեջ մտնելու ժամկետը։ Այն ուժի մեջ կմտնի 2024 թվականի ապրիլի 1-ից, որովհետև բանկային համակարգը և բիզնեսը պետք է ներդրումներ անեն դրա համար և տեխնիկական լուծումներ պետք է տան, որը ժամանակ է պահանջում։

Երկրորդ առաջարկով հստակ սահմանել ենք, որ խաղերի կազմակերպիչները հարցումներ են անում բանկերին և բանկերը պարտավոր են տալ տվյալներ։ Այսինքն՝ հստակեցրել ենք, թե ով և ինչ պատասխանատվություն ունի և ինչ իրավունք ունի այս գործընթացում։

Երրորդ առաջարկն այն է, որ ոչ Հայաստանի Հանրապետության քաղաքացիներին այս օրենքի նախագիծը չի վերաբերվի։  Այն վերաբերվելու է միայն Հայաստանի Հանրապետության քաղաքացիներին»,- ասաց Պապոյանը։
