Նախատեսվում է կանխել ստորերկրյա ջրային ռեսուրսների ապօրինի ջրօգտագործումն ու սիգ ձկնատեսակի ապօրինի որսը կամ արդյունահանումը:
 Շրջակա միջավայրի նախարարի տեղակալ Տիգրան Գաբրիելյանն ԱԺ տարածքային կառավարման, տեղական ինքնակառավարման, գյուղատնտեսության եւ շրջակա միջավայրի պահպանության հարցերի մշտական հանձնաժողովի՝ հունվարի 31-ի հերթական նիստում առաջին ընթերցմամբ քննարկման է ներկայացրել «ՀՀ ջրային օրենսգրքում լրացումներ եւ փոփոխություններ կատարելու մասին», «Վարչական իրավախախտումների վերաբերյալ ՀՀ օրենսգրքում լրացումներ եւ փոփոխություններ կատարելու մասին» եւ «ՀՀ քրեական օրենսգրքում լրացումներ կատարելու մասին» օրենսդրական փաթեթը:


Օրենքների նախագծերը մշակվել են հաշվի առնելով Արարատյան դաշտի ջրհավաք ավազանում կլիմայի փոփոխության ազդեցությամբ, ինչպես նաև մարդու տնտեսական գործունեության (այդ թվում ապօրինի) արդյունքում Արարատյան արտեզյան ավազանի աղետալի վիճակը։ Նախագծերի ընդունման անհրաժեշտությունը բխում է նաև Սևանա լճում կենսապաշարի կայուն օգտագործման և կենսաբազմազանության պահպանության պահանջից։  

  • ամրագրվել է հորից ջրօգտագործման դադարեցման դեպքում հորի լուծարման կամ կոնսերվացման աշխատանքները հիդրոշինարարական թույլտվություն ունեցող կազմակերպության կողմից իրականացնելու պահանջ,
  • նախատեսվել է արգելք լուծարված հորատանցքերի, իսկ առանց ջրօգտագործման թույլտվության՝ նաեւ կոնսերվացված հորատանցքերի վերաբացման համար,
  • շրջակա միջավայրի նախարարի հրամանով կհստակեցվեն Արարատյան դաշտն ընդգրկող Արարատի և Արմավիրի մարզերի համայնքների ցանկը,
  • նախատեսվել են տարբերակված վարչական տույժեր մակերևութային և ստորերկրյա ջրային ռեսուրսներից ապօրինի ջրօգտագործման դեպքերի համար, ինչպես նաև խստացված վարչական պատասխանատվություն լուծարված հորերի վերաբացման կամ առանց ջրօգտագործման թույլտվության ստորերկրյա ջրային ռեսուրսներից ջրօգտագործում իրականացնելու կամ այդ նպատակով հորատում իրականացնելու կամ կոնսերվացված հորատանցքեր վերաբացելու, ինչպես նաև Արտեզյան (ճնշումային) ջրերից ջրօգտագործման դեպքում ջրօգտագործման թույլտվության պահանջները չկատարելու համար,
  • նախատեսվել է քրեական պատասխանատվություն՝
  • լուծարված հորատանցքերը վերաբացելու կամ առանց ջրօգտագործման թույլտվության ստորերկրյա ջրային ռեսուրսներից ջրօգտագործում իրականացնելու կամ առանց ջրօգտագործման թույլտվության ջրօգտագործման նպատակով հորատանցք հորատելու կամ առանց ջրօգտագործման թույլտվության կոնսերվացված հորատանցքերը վերաբացելու համար, եթե դա խոշոր չափերի գույքային կամ այլ էական վնաս է պատճառել անձի կամ կազմակերպության իրավունքներին,  հասարակության կամ պետության օրինական շահերին,
  • գործող պատասխանատվության հոդվածներից առանձնացվել են սիգի համար նախատեսված դեպքերը և դրանց համար սահմանվել են առավել խիստ պատասխանատվության  միջոցներ. սիգ ձկնատեսակի ապօրինի որսի կամ ապօրինի արդյունահանման համար վնասի խոշոր չափ է համարվել 150000 ՀՀ դրամը գերազանցող գումարը։
