ՀՀ ԱԺ պատգամավոր Տիգրան Աբրահամյանը գրում է․

«Արցախի խորհրդարանական 5 խմբակցությունները հանդես են եկել հայտարարությամբ, որում բավականին կոշտ գնահատականներ են հնչեցրել ՀՀ կառավարության` Արցախից բռնի տեղահանված անձանց աջակցության ծրագրերի վերաբերյալ:

Ըստ Արցախի խորհրդարանի` ՀՀ կառավարության կողմից նախատեսվող ծրագրերը համարժեք չեն տիրող իրավիճակին:

Ընդ որում` մինչ այս պահը իրականացված ծրագրերը չի քննարկվել ո´չ Արցախի խորհրդարանի, ո´չ կառավարության, ո´չ նախագահի հետ, իսկ Արցախի պաշտոնական շրջանակների` սեփական նախաձեռնությամբ, հայաստանյան իշխանությանը ներկայացված առաջարկներն անտեսվել են:

Ի դեպ, թեմային Արցախի խորհրդարանական ուժերից բացի անդրադարձել են արցախցի բազմաթիվ գործիչներ, հասարակական դեմքեր, պարզապես ակտիվ քաղաքացիներ, ինչն ակնհայտ է դարձնում, որ սրա հետ կապված խորն անհանգստություն կա:

Արցախի խորհրդարանը եզրակացնում է, որ նման որոշումների կայացումը հանգեցնելու է արցախցիների հիասթափությանն ու դժգոհությանը, որի արդյունքում կխթանվի արտագաղթը և բողոքների ալիքը, կխաթարվի Արցախի համար օրախնդիր՝ հավաքական վերադարձի ակնկալիքը։

Մեծ առումով, Արցախն Ադրբեջան համարող իշխանությունից այլ բան դժվար է ակնկալել, համենայնդեպս կարևոր է, որ Արցախից պաշտոնական դիրքորոշում և գնահատական է հնչեցնում»:
