«Խնամի-ծանոթ-բարեկամ սկզբունքով առաջնորդվելը պրոբլեմ է առաջացնում»,– այսպիսի հայտարարությամբ վարչապետ Նիկոլ Փաշինյանը հանդես է եկել ոչ մեկ անգամ: Սակայն, նրա այս խոսքերն աշխատանքի և սոցիալական հարցերի նախկին նախարար, իսկ այժմ ԱԺ պատգամավոր Ջարուհի Բաթոյանն այնքան էլ լավ կամ ուղիղ չի ընկալել:

Մամուլը գրել էր, որ Բաթոյանն իր խորհրդական Ստեփան Մաչյանին նշանակել էր նախարարության ֆինանսատնտեսագիտական և հավապահական հաշվառման վարչության պետ, ինչպես նաև, ուշադրություն, նախարարության աշխատակազմի գլխավոր քարտուղարի պաշտոնակատար։ Ասել է թե, նախարարության ամենակարևորագույն պաշտոններից միանգամից 2-ը վստահել է մի մարդու։ Հիմա երկու խոսք տվյալ անձի՝ Ստեփան Մաչյանի մասին։ Վերջինս պարզվում է, որ Զարուհի Բաթոյանի բարեկամն է՝ նրա հարազատ քույր Սյուզաննա Բաթոյանի ամուսնու՝ Արտավազդ Մաչյանի հարազատ եղբայրը, այսինքն՝ Ստեփան Մաչյանը Զարուհի Բաթոյանի քրոջ տեգրն է: Իհարկե, սոցապ նախարար աշխատելու ընթացքում Բաթոյանը հերքել է բոլոր այն լուրերը, որ իր ազգականներին պաշտոններ է բաշխում պետական կառավարման համակարգում, սակայն, ինչպես ասում են, չկա ծուխ՝ առանց կրակի:

Հիշեցնենք, որ Մաչյանն այնուհետև  աշխատանքի էր անցել  «Ճանապարհային դեպարտամենտ» ՊՈԱԿ-ում։ ՀԵՏՔ-ը գրել էր, որ Մաչյանի հետ այստեղ աշխատանքի էր անցել նաև Վահագն Ստեփանյանը, ով Մաչյանի մանկության ընկերն է: Նշենք, որ Վահագն Ստեփանյանը նույնպես Աշխատանքի և սոցիալական հարցերի նախարարությունում է աշխատել։ 2019 թ.-ին նա համակարգել է նախարարության սոցիալական պաշտպանության վարչարարության ծրագրերը։ Հետագայում հետևելով Ստեփան Մաչյանի օրինակին՝ տեփափոխվել է ՊՈԱԿ։

Դրանից հետո էլ նշանակվել էր Երևանի փոխքաղաքապետի պաշտոնում, սակայն, նրա անունը հայտնվել էր կոռուպցիոն սկանդալի կիզակետում: Ստեփան Մաչյանին մեղադրանք է առաջադրված պաշտոնեական լիազորությունների չարաշահման հոդվածով, որն առաջացրել է ծանր հետևանքներ։ Մեղադրանքը կապված է տուն-ինտերնատի տարեցներին և այլ անապահով անձանց բնակարաններով ապահովելու՝ ՀՀ աշխատանքի և սոցիալական հարցերի նախարարությունում գնման գործընթացի հետ: Այդ ժամանակահատվածում Մաչյանը զբաղեցրել է ֆինանսական եւ հաշվապահական հաշվառման վարչության պետի պաշտոնը և պատասխանատու է եղել գնման գործընթացի համար։
