Ինչպես ավելի վաղ տեղեկացրել ենք, մայիսի 14-ի ուշ երեկոյան քաղաքացի Հակոբ Բերբերյանը մոտեցել է ՀՀ արտաքին գործերի նախարար Զոհրաբ Մնացականյանին և հարցրել՝ «Բանակցային սեղանին արցախյան հարցի փուլային տարբերակ կա՞, թե՝ ո՞չ»:

«Դուք ուզում եք ինձ հետ մրցակցել հայրենասիրության մե՞ջ․․․ինձ հարցնում ես՝ Ղարաբաղի ստատուսի հարցում կարող է լինել ինչ-որ զիջում, պատասխանը՝ չէ»,- ասել էր Մնացականյանը քաղաքացուն:

Նախարարը նաև նշել էր. «Ոչ ոք չի ծախելու Ղարաբաղը...ինչու՞ ես եկել ինձ հարցականի տակ դնելու»:

Միջադեպի մասին ԼՈՒՐԵՐ.com-ի թղթակիցը զրուցեց քաղաքագետ, ադրբեջանագետ Էդգար Էլբակյանի հետ:

-Արժե՞ր արդյոք տրվել քաղաքացու սադրանքին։

- Անձամբ ես կփորձեի բանավեճի չտրվել, այսինքն՝ լինելով դիվանագետ ու քաղաքական պաշտոնյա՝ կփորձեի հղումներ կատարել արդեն իսկ հրապարակված նյութերին, ինչը նախարարը նույնպես փորձեց անել՝ մի պահ խոսելով Բրատիսլավայի հայտարարության մասին: Թերևս, ես կսահմանափակվեի այդքանով, բայց որքանով դա ինձ մոտ կստացվեր՝ դժվար է ասել: 

-Իշխանափոխությունից հետո, թերևս, ամենակարևոր հայտարարությունը, որը լսեցինք, ասաց Մնացականյանը՝ «Արցախի կարգավիճակում զիջում չի լինելու և Արցախում համատեղելիությամբ ադրբեջանցիներ չեն ապրելու»։ Ինչպե՞ս կորակեք նախարարի արձագանքը՝ սայթաքո՞ւմ, թե՞ անկեղծություն:

-Չեմ կարող ասել, որ դա ամենակարևոր հայտարարությունն էր: Մեծ հաշվով, Բրատիսլավայում հնչած տեքստում թափանցիկ գրված էր, որ կարգավիճակի և անվտանգության հարցերն ամենաառաջնայինն են և խնդրին ծանոթ ցանկացած մարդ գիտի, որ դա կողմերի դիրքորոշումներն արմատապես հեռացնում է իրարից:  Ադրբեջանցիների կարմիր գիծը իրենց տարածքային ամբողջականություն կոչվածն է, այսինքն՝ Ղարաբաղը՝ Ադրբեջանի կազմում: Մեզ համար՝ ընդունելի է Ղարաբաղը՝ Հայաստանից անկախ կամ հենց Հայաստանի մի մաս տարբերակը: Ինչ վերաբերում է համատեղ բնակության կոչվածին, ապա նախ պետք է իմանալ՝ դա քննարկվում է բանակցային սեղանին, թե ոչ և միայն հետո ասել դրա հերքումը անկեղծացում էր, թե սայթաքում: Անկեղծ ասած, ես չգիտեմ՝ քննարկվում է նման բան, թե՝ ոչ: Եթե քննարկվում է և նախարարը տվեց նման պատասխան, ապա նա կարիք կունենա միջազգային գործընկերների առաջ ներկայացնել, որ ներքին լսարանի համար պետք էր այդպես ասել:

- Նախարարը սրտնեղեց, որ վստահում են Լավրովին, այլ ոչ իրեն։ Դա արդարացվա՞ծ է դիվանագետի դեպքում։

-Ես համակարծիք եմ, որ նախարարը սրտնեղեց, որ կասկածի տակ է դրվում իր՝ որպես դիվանագետի և անձի հայրենասիրությունը: Չէի ցանկանա գնահատական տալ, քանի որ դիվանագետների համար կա հստակ վարքականոն՝ սահմանված սահմանադրությամբ և օրենքներով, ինչպես նաև բարեվարքության չգրված կանոններով: Բայց եթե խոսենք չգրված կանոններից, ապա մարդուն սադրելը նույնպես արդարացված չէ:
