«Ժողովուրդ» օրաթերթը գրում է. «Հայաստանի իշխանությունների ներսում շարունակվում են քննարկումները՝ Սահմանադրական դատարանի հարցը խորհրդարանում լուծելու ուղղությամբ: ՀՀ վարչապետ Նիկոլ Փաշինյանը ևս մայիսի 16-ին տեղի ունեցած ասուլիսի ժամանակ նկատել էր, որ կորոնավիրուսային իրավիճակով պայմանավորված առնվազն մեկ տարի հանրաքվե չի կարող անցկացվել, մյուս կողմից էլ՝ սահմանադրական ճգնաժամի լուծմանն այդքան սպասել չի կարելի: Եվ այժմ կառավարությունը քննարկում է ճգնաժամը որևէ ձևով խորհրդարանում լուծելու տարբերակը, և այդ նպատակով արդեն ՀՀ արդարադատության նախարարը դիմել է Վենետիկի հանձնաժողով: Եվ ահա, «Ժողովուրդ» օրաթերթին առաջիկայում սպասվող գործընթացներից մանրամասներ են հայտնի դարձել: Մենք տեղեկացանք, որ Սահմանադրական դատարանի հարցն իշխանությունները պետք է լուծեն երկու փուլով: Ինչպես հայտնի է, այժմ Սահմանադրության 15-րդ գլուխը սահմանում է, թե ինչպես է ընդունվում, փոփոխվում կամ հանրաքվեի դրվում սահմանադրական փոփոխությունների նախագիծը, սակայն որևէ մեխանիզմ չկա, որով կարող են հետ կանչել արդեն իսկ նշանակված հանրաքվեն: Չնայած դրան, կար դրույթ, որով էլ արտակարգ դրությամբ պայմանավորված հնարավոր եղավ հետաձգել հանրաքվեն: Եվ ահա, այժմ առաջին հերթին նախագիծ կբերվի խորհրդարան, որտեղ օրենքում փոփոխություն անելու տարբերակով կավելացվի դրույթ, որով Ազգային ժողովը այսուհետ լիազորություն կունենա հանրաքվեի դրված նախագիծը հետ կանչել: Արդեն դրանից հետո, այն փոփոխությունը, որը պետք է իրականացվեր հանրաքվեի միջոցով, կարվի արդեն խորհրդարանում՝ քվեարկության միջոցով: «Ժողովուրդ» օրաթերթը մեկնաբանության համար դիմեց ՀՀ արդարադատության նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի վարչության պետ Լուսինե Մարտիրոսյանին, սակայն նա նշեց. «Այս պահին ժամկետ նշել չեմ կարող: Հրապարակման ենթակա նորություն լինելու պարագայում, անպայման կտեղեկացնեմ»: Նշենք, որ ի սկզբանե, մինչեւ հանրաքվեի դնելու որոշումը, այս տարբերակը ևս  քննարկվել է, սակայն ի վերջո որոշում է կայացվել, որ հարցը պետք է լուծվի ժողովրդի քվեարկության միջոցով, այլ ոչ թե պատգամավորների: Եվ ահա, այժմ, կորոնավիրուսային իրավիճակով պայմանավորված, որոշում են կայացրել վերադառնալ հին տարբերակին, այլ ոչ թե սպասել, թե երբ հնարավոր կլինի հանրաքվե անցկացնել»:
