Քաղաքագետ Սուրեն Սուրենյանցը Ֆեյսբուքի իր էջում գրում է.

«Արտակարգ ռեժիմի չեղարկման պահանջ

Այսօր տարբեր առիթներով բերման են ենթարկվել մոտ քսան քաղաքացիներ, ովքեր կառավարության կամ ոստիկանության շենքերի մոտ բողոքի լոկալ ակցիաներ են արել։ Ոստիկանները նշել են, որ բերման ենթարկման պատճառը պարետի որոշումը խախտելն է: Զուտ իրավական առումով՝ Ոստիկանության բացատրությունը համարժեք է։
Սակայն խնդիրն ավելի գլոբալ է ու օրեր առաջ «Դեմոկրատական այլընտրանք» կուսակցության նախաձեռնող խումբը՝ հրապարակային հայտարարությամբ, անդրադարձել էր դրան։
Արտակարգ դրության ռեժիմը Հայաստանում գործում է իմիտացիոն մակարդակի վրա և իրականում չի ծառայում համաճարակի դեմ պայքրին։ Եթե կառավարությունն ունի որոշակի գործիքակազմ կիրառելու անհրաժեշտություն, ապա Հայաստանում գործում է հակահամաճարակային օրենսդրություն ու կարելի էր հեշտությամբ դրա մեջ համապասխան փոփոխություններ անել՝ արտակարգ դրության ռեժիմը երկարաձգելու փոխարեն։
Ես չեմ անդրադառնում այսօրվա ակցիաների բովանդակությանը․ յուրաքանչյուր կազմակերպություն, խումբ, կուսակցություն ինքն է որոշում իր ակցիայի օրակարգը՝ անկախ մյուսների ցանկություններից, սակայն անբնական եմ համարում, որ մարդկանց բերման են ենթարկում՝ բողոքի ձայն բարձրացնելու համար։ Եթե մարդիկ մի քանի տասնյակով ժամեր շարունակ կարող են միասին փակ տարարծքում աշխատել, ի վերջո՝ երթևեկել հանարային տրասպորտով, ապա դրսում բողոքի ակցիա անցկացնելը չեմ կարծում, թե կարող է ռիսկայի լինել, համենայն դեպս՝ ավելի, քան փակ տարածում խմբերով գտնվելը։ Փաստորեն ստացվում է՝ արտակարգ դրության ռեժիմն այսօր ավելի շատ ուղղված է ոչ թե համաճարակի հաղթահարմանը, այլ՝ քաղաքացիների ազատությունների սահմանափկմանը։
Բոլորս կառավարությունից պետք է պահանջենք արտակարգ ռեժիմի չեղարկում և քաղաքական ու քաղաքացիական ազատությունների վերականգնում։ Համաճարակի դեմ պայքարել անհրաժեշտ է, սակայն դրա համար կարելի է օգտվել, այսպես ասած, «ոչ արտակարգ» օրենսդրությունից՝ անհրաժեշտության դեպքում դրանում կատարելով համապատասխան լրացումներ ու փոփոխություններ»։
