Այվազյանը, մասնավորապես, գրել է.

««Սեպտեմբերից 100 սփյուռքահայ բարձրակարգ մասնագետներ «իԳործ» ծրագրի շրջանակներում կներգրավվեն ՀՀ պետական կառավարման համակարգի աշխատանքներին: Այս մասին հայտնել է ՀՀ վարչապետ Նիկոլ Փաշինյանը»։

Փաշինյանական խունտան Հայաստանը համարում է ոչ թե ինքնիշխան պետություն, այլ իրենց ստեղծած ՍՊԸ։

Ի՞նչ գործ ունեն պատերազմող երկրի պետական մարմիններում օտարերկրյա քաղաքացիները, այն էլ՝ այդպիսի քանակով։ Ովքե՞ր են այդ անձինք, ի՞նչ կենսագրություն ու հետագիծ ունեն։ Որքանո՞վ են նվիրված Հայաստան պետության շահերին։ Իսկ գուցե նրանցից շատերն հավաքագրված են օտարերկրյա հատուկ ծառայությունների կողմից (անկասկած, հենց այդպես էլ կա)։ Թե՞ ՀՀ-ում պետական գաղտնիք ասվածն այլևս գոյություն չունի։

Ծառայե՞լ են այս երիտասարդները Հայկական բանակում։
— Իհարկե, ո՛չ։ Սա պետական ծառայության հայեցակարգային խախտում է։

Արդյո՞ք նրանց աշխատավարձն ավելի բարձր է լինելու, քան տեղական աշխատակիցներինը։
— Իհարկե, այո՛։ Սա էլ սեփական քաղաքացիների նկատմամբ բացահայտ խտրականության դրսևորում է, որն ապացուցում է խունտայի օտար ուժերի կողմից դրածո կարգավիճակը։

Մեկ տարվա պետական ծառայությունից հետո, քանիսն են նրանցից մնալու Հայաստանում։
— Իհարկե, քչերը։ Հետևաբար, նրանք տանելու են իրենց ստացած փորձը Հայաստանից դուրս։ Սա պետական միջոցների վատնում է։

Արդյո՞ք նրանց մասնագիտական որակավորումն ավելի բարձր է, քան տեղական կադրերինը։

Արդյո՞ք այս սփյուռքահայերի հայոց լեզվի իմացության մակարդակը թույլ է տալու նրանց փաստաթղթեր կազմել հայերեն։
— Իհարկե, ո՛չ։ Նրանցից շատերը դժվարանալու են անգամ հայերեն կարդալ, իսկ գրելու են հիմնականում անգլերեն։ Սա «Լեզվի մասին» օրենքի կոպիտ խախտում է լինելու ու քայքայելու է այդ պետական մարմինների աշխատանքային արդյունավետությունն ու առողջ մրցակցային մթնոլորտը։

Այս նվաստացուցիչ, գաղութատիրական ծրագիրը ոչ այլ ինչ է, քան ՀՀ պետական համակարգն օտարերկրյա ուղղակի վերահսկողության ու կառավարման տակ դնելու հերթական քայլ։ Արդարև, Հայաստանի գաղութացումը ձեռք է բերում նոր և աննախադեպ մակարդակ»։
