«Ոլորտային բարեփոխումներն առավել արդյունավետ իրականացնելու և ոլորտի զարգացման նոր վեկտոր մշակելու համար անհրաժեշտ է ձեռնարկել կոնկրետ քայլեր։

Նախ և առաջ պետք է իրականացնել կարիքի գնահատում՝ հասկանալու համար ոլորտում առկա և լուծման ենթակա խնդիրների շրջանակը։ Ապա իշխող քաղաքական թիմը այդ կարիքները պետք է համադրի իր գաղափարախոսության, կուսակցական և նախընտրական ծրագրերի հետ և ձևավորի բարեփոխումների քաղաքական օրակարգ։

Ձևավորելով քաղաքական օրակարգը, ինչպես նաև փոփոխությունների ընդհանուր ծավալի, խորության, նպատակների և ցանկությունների մասին համալիր պատկերացում, իրեն և պետությունը հարգող իշխանությունը պետք է ստեղծի ոլորտի ճանաչված գործիչներից կազմված մասնագիտական հանձանաժողով և նրա առջև ձևակերպի իր քաղաքական պահանջը, լուծման ենթակա խնդիրների շարքը և այն նպատակները, որոնց պետք հասնի հանձնաժողովն իր աշխատանքների ընթացքում։ Հանձնաժողովի խնդիրը պետք է լինի իշխանությանը ներկայացնել ոլորտի զարգացման կամ բարեփոխման հայեցակարգ/ռազմավարությունը։

Իմ պատկերացմամբ, հանձնաժողովն իր աշխատանքները պետք է կազմակերպի հնարավորինս բաց և թափանցիկ՝ քննարկումներին ներգրավվելով առավելագույն թվով շահառուների։ Իսկ եթե բարեփոխման ենթակա ոլորտն ունի ռազմավարական նշանակություն, ապա անհրաժեշտ է ներգրավվել նաև այլ քաղաքական ուժերի։

Պրոդուկտի պատրաստ լինելուց հետո այն պետք է դրվի հանրային լայն քննարկման՝ բացառելով որևէ շահառու խմբի մեկուսացումն այս քննարկումներից։

Հանրային քննարկումների ավարտին լուրջ, գրագետ և պրոֆեսիոնալ իշխանությունը ձեռնամուխ է լինում ընդունված ռազմավարության/հայեցակարգի իրագործման ճանապարհային քարտեզի մշակմանը՝ խնդիրների լուծումն ու նպատակների իրագործումն առավելագույնս երաշխավորելու նպատակով։ Մշակվում է նաև գործողությունների ծրագիր և ժամանակացույց։

Սա, կրկնում եմ, ԼՈՒՐՋ, ՊՐՈՖԵՍԻՈՆԱԼ և ԳՐԱԳԵՏ իշխանության պարագայում։

Այս գործողություններն արվում են ԲԱՑԱՌԱՊԵՍ այն իրավիճակներում, որտեղ իշխանությունն առաջնորդվում է ԱԶԳԱՅԻՆ և ՊԵՏԱԿԱՆ ՇԱՀՈՎ, ՉԻ ԿԱՏԱՐՈՒՄ ԱՐՏԱՔԻՆ ՊԱՏՎԵՐ և ԴԱՎԵՐ ՉԻ ՆՅՈՒԹՈՒՄ ՊԵՏՈՒԹՅԱՆ ՈՒ ՊԵՏԱԿԱՆՈՒԹՅԱՆ ԴԵՄ»։
