 ՀՀ ազգային ժողովի արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Ռուբեն Ռուբինյանը կարծում է, որ Արցախի հիմնախնդրի հարցով անհնար է առարկայական բանակցություններ վարել այնպիսի պայմայններում, երբ մի կողմը՝ Ադրբեջանը, անընդհատ սպառնում է ուժի կիրառմամբ  և նախապայմաններ է դնում:

Ռուբինյանը նման տեսակետ հայտնեց ԱԺ-ում լրագրողների հետ զրույցում՝ անդրադառնալով Ադրբեջանի նախագահի վերջին ապակառուցողական հայտարարության վերաբերյալ հարցին:

«Վերջերս Հայաստանի ղեկավարությունը՝ ի դեմս արտգործնախարարի, մեր դիրքորոշումները հստակ ներկայացրել է: Մենք չենք ապակառուցողական կողմը: Մենք մշտապես հանդես ենք եկել կառուցողական դիրքորոշումներով և հայտարարություններով՝ միտված խաղաղ գործընթացի ամրապնդմանը: Եվ, կարծում եմ, առավել քան ակնհայտ է, թե որ կողմն է կիրառում ռազմատենչ լեզու, որ կողմն է հարձակվում մյուս կողմի վրա և որ կողմն է փորձում տապալել բանակցային գործընթացը»,- ասաց Ռուբինյանը:

Ռուբինյանի խոսքով՝ ադրբեջանական կողմի ներկայացուցիչներն անում են կատեգորիկ հայտարարություններ խաղաղ գործընթացի վերաբերյալ: «Եվ մեր դիրքորոշումը շատ տրամաբանական է: Անհնար է նստել, առարկայական բանակցություններ վարել այնպիսի պայմաններում, երբ կողմերից մեկը նախ անընդհատ սպառնում է ուժի կիրառմամբ և նախապես պայմաններ է դնում: Օրինակ՝ Ադրբեջանի ղեկավարությունը հայտարարում է, թե հակամարտության հանգուցալուծումը հնարավոր է միայն Ադրբեջանի տարածքային ամբողջականության շրջանակներում»,- ասաց Ռուբինյանն ու հավելեց՝ դա ապակառուցողական, կատեգորիկ հայտարարություն է, որն անհնար է դարձնում առարկայական քննարկումները:

Անրադառնալով ՀՀ վարչապետ Նիկոլ Փաշինյանի առաջ քաշած բանաձևին, որ լուծումը պետք է ընդունելի լինի Հայաստան, Արցախի և Ադրբեջանի ժողովուրդների համար՝ Ռուբինյանն ասաց՝ հայտնի է, որ աշխարհում ցանկացած հակամարտություն, որ պետք է լուծվի,  պետք է լուծվի բոլոր կողմերի ժողովուրդների համաձայնությամբ: «Եթե ժողովուրդներից մեկը համաձայն չէ, այդ հակամարտությունն առնվազն տևական լուծում չի ունենալու: Կա երկու տարբերակ. կամ այս հակամարտությունը կլուծվի Հայաստանի, Արցախի և Ադրբեջանի ժողովուրդների համար ընդունելի տարբերակով, կամ այս հակամարտությունը չի լուծվի»,- ասաց նա:
