Արցախի նախագահի աշխատակազմի ղեկավար, ԱՀ նախկին ՄԻՊ Արտակ Բեգլարյանը Ֆեյսբուքի իր էջում գրել է.
 
«Սիրելի՛ հայրենակիցներ,
Ինչպես այսօր պաշտոնապես հայտարարվել է, Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանի հրամանագրով՝ ես նշանակվել եմ ԱՀ նախագահի աշխատակազմի ղեկավար:
ԱՀ մարդու իրավունքների պաշտպանի պաշտոնը թողնելու և այս պաշտոնում նշանակվելու առաջարկն ընդունելու որոշումս պայմանավորված է Արցախի ու հայության առջև ծառացած առկա մարտահրավերներով, դրանցից բխող կառավարման ճգնաժամով, ինչպես նաև իմ այն համոզմամբ, որ մասնագիտական ու մարդկային ներուժս այս ժամանակաշրջանում շատ ավելի արդյունավետ կարող է կիրառվել հենց այս դիրքում: Դժվարությամբ եմ թողել Մարդու իրավունքների պաշտպանի կարգավիճակը՝ այդ բնագավառում ևս առկա աննախադեպ մարտահրավերներով պայմանավորված, սակայն նաև ստիպված էի ընտրել պատասխանատվության ու ավելի բարձր պատասխանատվության, ծառայության ու ավելի հրատապ ծառայության միջև: Ավելի պարզ ասած, նոր պաշտոնում ստանձնում եմ գործադիր լուրջ պարտականություններ ու լիազորություններ՝ Մարդու իրավունքների պաշտպանի խորհրդատվական գործառույթների փոխարեն, իսկ այժմ հենց գործ անողների մեծ կարիք կա: Այսինքն՝ այսուհետ դառնում եմ Հանրապետության գլխավոր վարչարարը, և պարտավոր եմ նախևառաջ ապահովել Հանրապետության նախագահի աշխատակազմի արդյունավետ աշխատանքը, ինչպես նաև՝ նրա գլխավորությամբ զբաղվել բազմաթիվ ճգնաժամային խնդիրների լուծմամբ, իսկ ավելի երկարաժամկետ հատվածում՝ իմ շոշափելի ներդրումն ունենալ կառավարման համակարգի ինստիտուցիոնալ բարեփոխումների ապահովման գործում:
Ինձ ճանաչողները լավ գիտեն, որ ես եռանդուն, սկզբունքային, թափանցիկ ու ինստիտուցիոնալ աշխատող մարդ եմ, և նույն ոճն էլ շարունակելու եմ այս նոր դիրքում: Իսկ Մարդու իրավունքների պաշտպանի պաշտոնում իմ անգին փորձառությունն ինձ կօգնի ավելի արժեքահեն ու սկզբունքային գործունեություն ծավալել այս դժվարին ու խիստ վճռական ժամանակահատվածում:
Շնորհակալ եմ նախագահ Արայիկ Հարությունյանին ցուցաբերած վստահության ու ընձեռած հնարավորության համար, սա հնարավորություն է ժողովրդին էլ ավելի շատ ծառայելու, որը ես կկատարեմ մեծ պատվով ու պատասխանատվությամբ: Շնորհակալ եմ նաև հանրությանը՝ անձամբ իմ ու Մարդու իրավունքների պաշտպանի հաստատության հանդեպ ցուցաբերվող լայն աջակցության ու վստահության համար:
Երբեք չկորցնեք ձեր հույսը, հավատն ու վճռականությունը՝ առնվազն այն պատճառով, որ ուրիշների էլ չդրդեք կորցնել դրանք, այլապես մեղավոր կլինեք ոչ միայն ինքներդ ձեր ձախողումների համար...
